Cao Xanh Ward currently comprises 15 neighborhoods and 181 residential groups with 33,480 inhabitants. As a densely populated area with numerous businesses, a seaport, urban development projects, and social housing, the ward attracts a large number of workers from various places. These factors also pose potential risks for the emergence of various crimes and social vices, including drug-related crimes. However, thanks to the comprehensive implementation of preventive measures, combating drug trafficking, and managing the area, the ward has prevented the formation of complex drug hotspots, gangs, or networks. Currently, the ward is managing 55 drug addicts undergoing Methadone treatment, 12 individuals illegally using drugs, and 14 individuals under post-rehabilitation management.

In implementing Directive No. 32-CT/TU, the Party Committee and People's Committee of Cao Xanh Ward have issued numerous plans and guiding documents; simultaneously, they established a Steering Committee for building a "Drug-Free Ward" for the period 2025-2030, and deployed review teams in all 15 neighborhoods to proactively detect and manage drug addicts, illegal drug users, and individuals at risk of violating the law. To date, Cao Xanh Ward has been identified as a key area of type III regarding drug-related issues according to current criteria.
One of the solutions prioritized by the local authorities is to strengthen propaganda and raise public awareness. Over the past three years, the police force, in coordination with various agencies and organizations, has held dozens of awareness campaigns in schools, residential areas, businesses, and Methadone treatment facilities. Specifically, 15 awareness sessions were held in schools with over 5,200 students participating; 51 sessions were held in residential areas, agencies, and businesses with over 17,000 attendees. Through these awareness campaigns, the public provided 11 valuable pieces of information related to drug-related violations and 46 pieces of information useful for managing illegal drug users.
Alongside prevention efforts, law enforcement agencies are resolutely fighting and handling violations. From 2023 to mid-May 2026, the Cao Xanh Ward Police force detected and arrested 32 cases involving 50 individuals violating drug laws; summoned and tested 1,004 individuals suspected of drug addiction or illegal drug use; compiled records for 66 individuals illegally using drugs; compiled records for 25 cases requesting compulsory rehabilitation; and encouraged 36 individuals to participate in voluntary rehabilitation at the provincial drug rehabilitation center.

Closely monitoring the area and proactively detecting problems early is the motto that local police forces are implementing decisively. Captain Le Huy Hung, Head of the Community Police Team of Cao Xanh Ward Police, said: “With the motto of going to every alley, knocking on every door, and checking every person, Cao Xanh Ward Police have inspected 100% of business establishments, focusing on businesses with specific conditions such as accommodation, guesthouses, hotels, and karaoke. From the beginning of 2026 to the present, Cao Xanh Ward Police have arrested 7 cases involving 15 individuals for drug-related crimes.”
The effectiveness of drug prevention and control efforts is not only demonstrated by the number of cases detected and handled, but also reflected in the reality in residential areas. Mr. Nguyen Ngoc Chiem, Party Secretary and Head of Ward 6, said: “Thanks to the close involvement of the ward police, the local police, and the grassroots security team, the security and order situation in the ward has improved significantly. Previously, Ward 6 also had some drug addicts, but for about a year now, security has been very good, no new addicts have been detected, and drug hotspots have been eliminated.”
Despite the achievements, drug prevention and control efforts in the area still face many difficulties. Some individuals frequently change their residences, and managing illegal drug users in society remains challenging; job support for those who have completed rehabilitation is not yet truly effective. However, with the determination of the local Party committee and government, along with the cooperation of the people, Cao Xanh ward continues to implement comprehensive solutions for prevention, combating, and managing drug addicts and those who have completed rehabilitation, aiming to build a safe and healthy living environment and gradually realize the goal of building a "drug-free ward".
