In recent days, the people of Hoanh Mo commune have been quite happy and excited as officers and soldiers of the Hoanh Mo Border Gate Border Guard Station have continuously led and coordinated with other functional forces to detect and arrest many cases of smuggling and illegal goods across the border. For the people here, each case prevented is not only the result of the fight against smuggling by functional forces, but also contributes to maintaining peace in each village and hamlet in the border area.

According to the Hoanh Mo Border Guard Post, from the beginning of April 2026 to the present, based on information from the public, the unit has led and coordinated investigations, verifications, detections, and handling of 9 cases/22 individuals violating the law in the border area. Of these, the unit handled 1 case/2 individuals criminally for organizing illegal exit from the country and facilitating the illegal exit of 6 Chinese nationals; and handled 8 cases/14 individuals administratively for smuggling and transporting prohibited goods across the border. Seized items included 592 nitrous oxide canisters, 240 kg of frozen beef, 1,422 boxes of mosquito repellent incense, 28 containers of liquid... The total fines amounted to 172 million VND; confiscated and destroyed goods were valued at approximately 250 million VND.
Lieutenant Colonel Nguyen Thanh Hoang, Political Officer of the Hoanh Mo Border Guard Post, said: "To mobilize the people's participation in protecting sovereignty and security in border areas and border gates, the unit has advised the local Party committee and government to effectively implement the movement 'All citizens participate in protecting national territorial sovereignty and border security in the new situation'. To date, the unit maintains 20 self-governing groups with 120 members; 240 households and 235 individuals have registered to participate. Annually, the self-governing groups coordinate with officers and soldiers of the post to organize 80 to 100 border patrols... Through these patrols, many cases of border regulation violations, illegal entry and exit, smuggling, commercial fraud, and transportation of prohibited goods across the border have been detected and prevented in a timely manner."

Not only in Hoanh Mo, but also in recent times, border guard posts throughout the province have focused on promoting the dissemination and education of laws; mobilizing the people to participate in managing and protecting border sovereignty and security through various practical methods. The units proactively coordinate with local authorities to build and replicate self-governing models for security and order, crime prevention, and control, linked to the nationwide movement to protect national territorial sovereignty and border security.
The units have also done a good job advising local Party committees and authorities on strengthening the grassroots political system. Currently, 95 Party members who are Border Guard officers participate in Party branch activities in villages, hamlets, and neighborhoods in border and island areas; 356 officers and Party members are assigned to be in charge of 1,490 households. After implementing the two-tiered local government model, the Provincial Border Guard has advised the Quang Ninh Provincial Party Committee to appoint 25 border guard officers to participate in the Party committees of communes, wards, and special zones for the 2025-2030 term.
Colonel Vu Van Hung, Political Commissar of the Provincial Border Guard Command, stated: The Quang Ninh Provincial Border Guard Command is tasked with managing and protecting 118.825 km of land border and 191 km of sea border adjacent to China; the border guard area includes 33 communes, wards, and special zones. The border area is vast, the terrain is complex, and the lives of some people are still difficult. Therefore, staying close to the people and understanding their needs is of particular importance in preventing, detecting, and combating all types of crime.
Since the implementation of the two-tiered local government model, residents in border areas have provided hundreds of pieces of information that have contributed to the management and protection of maritime sovereignty and the fight against crime in border regions.
Based on information from the public and thorough local intelligence gathering, the Provincial Border Guard Command successfully investigated and prosecuted 5 major cases; handling 214 cases/244 individuals, an increase of 20 cases/31 individuals compared to the same period last year. The total amount of administrative fines and the value of seized goods and evidence amounted to over 16 billion VND; 21 cases/38 individuals were prosecuted, and 193 cases/206 individuals were fined for administrative violations.
