On September 20th, the Propaganda Department of the Ho Chi Minh City Party Committee, the Party Committee of the Department of Education and Training, the Party Committee of the Vietnam National University Ho Chi Minh City, and the Party Committee of the University and College Bloc of Ho Chi Minh City organized a seminar entitled "The Leadership Role of Party Committees at all levels in implementing Resolution No. 29-NQ/TW dated November 4, 2013, of the 11th Central Committee of the Communist Party of Vietnam on fundamental and comprehensive reform of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration in Ho Chi Minh City".
The workshop was chaired by Mr. Le Hong Son, Member of the City Party Committee and Deputy Head of the Standing Committee of the City Party Committee's Propaganda Department; Associate Professor, Dr. Mai Thanh Phong, Member of the Standing Committee of the Party Committee of the Vietnam National University Ho Chi Minh City, Deputy Secretary of the Party Committee and Rector of the University of Technology; Associate Professor, Dr. Pham Hoang Quan, Deputy Secretary of the Party Committee of the City's University and College Bloc, Deputy Secretary of the Party Committee and Rector of Saigon University; and Mr. Nguyen Huynh Long, Deputy Secretary of the Standing Committee of the Party Committee of the City Department of Education and Training.
In his introductory report at the conference, Associate Professor, Dr. Mai Thanh Phong stated that, with strong political determination, the Standing Committee of the City Party Committee has issued numerous leadership and guidance documents to improve the effectiveness and quality of the city's education and training sector. Thanks to the concerted efforts of the entire political system, Ho Chi Minh City's education and training sector has achieved many great accomplishments. The city is one of the leading localities in educational reform to meet the needs of social development. Investment in education and training budgets have increased annually; infrastructure has been invested in according to plan, becoming more modern and progressively more spacious; the teaching staff and lecturers in all disciplines and levels have been standardized; the reform of education and training management has become increasingly effective; and the reform of teaching methods, emphasizing the education of character, lifestyle, ethics, and ideals for students, has been consistently implemented. The city has effectively promoted the coordinated role of families, schools, and society in educating the younger generation; the socialization of education and training has yielded positive results. The non-public education and training system and the increasingly strong development of the university system, including the Vietnam National University Ho Chi Minh City, have significantly contributed to training high-quality human resources for the city and the country...
"These achievements serve as a foundation for improving the effectiveness of fundamental and comprehensive reforms in the city's education and training, and as a driving force contributing to building a city with a high quality of life, that is civilized, modern, and compassionate," emphasized Associate Professor, Dr. Mai Thanh Phong.
According to Associate Professor, Dr. Mai Thanh Phong, the workshop contributed to raising awareness, the role, and responsibility of Party committees, heads of Party committees, and heads of agencies and units in leading and directing the effective implementation of the contents in accordance with the spirit of Resolution No. 29-NQ/TW. At the same time, it was also an opportunity for delegates to together review and assess the specific results in leading and implementing Resolution No. 29-NQ/TW, evaluating the achievements, new models, and good practices; limitations, difficulties, obstacles, and issues arising in the Party's leadership of fundamental and comprehensive reform of education and training in the coming period.
The workshop also served as a forum for educators, education and training management staff, leading experts, and educational institutions from preschool, primary, secondary, continuing education, and higher education in the city to exchange and share experiences in leadership, organization, and management of the sector; school administration; teacher training and development; teaching and learning organization; and nurturing gifted students at all levels; opening up many issues that need further discussion and exchange.
At this conference, the Organizing Committee received 41 papers from Party committees at all levels, agencies, units, scientists, researchers, managers, lecturers, etc. Along with that, many opinions were shared at the conference. In particular, delegates focused on discussing and clarifying several issues such as: the role of Party committees at all levels in directing the implementation of fundamental and comprehensive reforms in education and training in Ho Chi Minh City; political and ideological work, Party building in schools and Party development among students, teachers, and staff; and the work of building a team of cadres, managers, lecturers, and teachers in schools. In addition, delegates also shared models, methods, solutions, and lessons learned in leading fundamental and comprehensive reforms in education and training, such as: implementing university autonomy, and issues of innovation in teaching and learning. Research and application of science and technology, proactive international integration; strengthening the relationship between the Party committee and the school board; limitations, difficulties, obstacles, and practical issues.
As a shining example in implementing Resolution 29, Mr. Nguyen Trung Chau Tuyen, Head of the Propaganda Department of District 1 Party Committee, stated: In implementing Resolution 29, the district's education and training sector has been dynamic and at the forefront of innovation, especially in the application of information technology in teaching and management. The teaching staff generally have standard training qualifications, and the percentage of students attending two sessions per day is high. Educational institutions have played a pioneering, proactive, and bold role in innovating school curricula, implementing many breakthrough solutions that contribute to fundamental and comprehensive reform of education and training, and strengthening infrastructure and modern teaching and learning equipment. Student scientific research activities have been given attention, promoted, and deepened.
From a university perspective, according to Professor, Dr. Huynh Van Son, Rector of Ho Chi Minh City University of Education, with its mission as a leading teacher training institution in the South, the university recognizes its significant responsibility in the educational reform and training process in accordance with Resolution 29. The university pays special attention to the recruitment, planning, and training of lecturers and administrative staff to meet the tasks of training, scientific research, and community service.
Concluding the workshop, Dr. Le Hong Son, Deputy Head of the Standing Committee of the Propaganda Department of the Ho Chi Minh City Party Committee, emphasized that fundamental and comprehensive reform of education and training in schools and localities requires many factors, with the focus on academics, finance, and the teaching staff. This workshop helped to summarize lessons learned and solutions to contribute to raising awareness, the role, and responsibility of Party committees, heads of Party committees, and heads of agencies and units in leading, directing, and improving the effectiveness of implementing Resolution 29, in conjunction with promoting the study and emulation of Ho Chi Minh's thought, morality, and style. The workshop organizers received the opinions of the delegates and will compile them to advise the city's leaders so that timely leadership and direction can be provided for this work in the near future.
