(CPV) – Prime Minister Pham Minh Chinh stated: We have inaugurated many important and strategic projects, projects reflecting "the will of the Party and the aspirations of the people," ensuring "no one is left behind," including projects of unprecedented scale, projects of the "first time," and new projects of "historical significance."

It reflects the mindset, vision, and aspiration to "reach far into the open sea, delve deep into the earth, and soar high into space."

Speaking at the groundbreaking and inauguration ceremony of 234 major projects and works nationwide on the morning of December 19th in Hanoi , on behalf of General Secretary To Lam and the Party and State leaders, Prime Minister Pham Minh Chinh warmly welcomed and extended his respectful greetings, profound gratitude, heartfelt regards, and best wishes to all leaders, delegates, and comrades throughout the country.

The Prime Minister stated clearly: On December 19, 1946, beloved President Ho Chi Minh issued the "Call to Arms for National Resistance" - a powerful rallying cry urging the entire nation to "rise up together," wage a "protracted resistance" to drive out the invaders, with unwavering determination, with the fire of struggle "to die for the survival of the Fatherland," so that "every citizen is a soldier, every village is a fortress," determined to protect the fledgling independence of the country.

The spirit of "national resistance" of the past has now become a guiding light for the entire Party, people, and army to successfully implement the Resolution of the 13th National Party Congress, realizing the two strategic goals for the 100-year period. In particular, focusing on developing a synchronous and modern infrastructure system – one of the three strategic breakthroughs – is of special importance, opening up new development opportunities and creating a foundation for rapid and sustainable national development.

Since the beginning of this term, in the context of a rapidly changing, complex, and unpredictable world, with more difficulties and challenges than opportunities and advantages, guided by the motto "The Party has directed, the Government has agreed, the National Assembly has concurred, the people have supported, the nation has awaited, and international friends have provided assistance, so we will only discuss action, not retreat," all levels, sectors, and localities have focused on implementing decisively, synchronously, and effectively the tasks and solutions to "turn crisis into opportunity," "reverse the situation, and transform the state" in investing in the development of the socio -economic infrastructure system.

In particular, the Government and the Prime Minister have focused on leading and directing the prioritization of resource allocation with strong innovation in thinking and methods such as: avoiding scattered investment; removing institutional barriers and obstacles, promoting decentralization and delegation of power; approving the national master plan, creating new development spaces for the country; launching widespread patriotic emulation movements…

Thanks to the efforts of the entire political system, all levels, sectors, localities, and the people nationwide under the leadership of the Party, in the past term, the country's socio-economic infrastructure system has made breakthroughs with many large-scale, synchronized, modern projects that are interconnected, have a ripple effect, and create a foundation for the future. From expressways, airports, and seaports to digital infrastructure, energy infrastructure, healthcare, education, culture, and sports infrastructure, these projects have been invested in and completed in record time, with rapid progress and improved quality, contributing to changing the face of the country, playing a crucial role as a growth engine, and opening up new development opportunities.

Prime Minister Pham Minh Chinh emphasized: Following the success of the two simultaneous groundbreaking and inauguration ceremonies for major infrastructure projects on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 19, 2025, with 80 projects) and the 80th anniversary of the successful August Revolution and National Day on September 2 (August 19, 2025, with 250 projects), today, we are holding groundbreaking, inauguration, and technical opening ceremonies for 234 key projects. Of these, 86 projects have been inaugurated and technically opened to traffic with a total investment of over 378 trillion VND, and 148 projects have been started with a total investment of over 3 trillion VND.

These are large-scale, technically complex projects that play a particularly important role in socio-economic development, with the following "highlights": the largest total investment capital (over 3.4 million billion VND); the largest private capital participation (nearly 2.8 million billion VND, accounting for over 82%); and the largest investment project scale (Olympic Sports City with a capital of 925 trillion VND).

Thus, after three groundbreaking and inauguration ceremonies for major national key projects across the country in 2025, we have 564 projects with a total investment of over 5.14 million billion VND, of which private capital accounts for the majority with over 3.8 million billion VND (74.6%), and state capital is 1.3 million billion VND (25.4%); nearly 140 major projects have been completed and put into effective operation.

The socio-economic infrastructure projects that have been started and inaugurated in the past and at today's ceremony demonstrate the thinking, vision, and aspirations of the Vietnamese people and nation to "reach far into the ocean, penetrate deep into the earth, and soar high into space."

The Prime Minister stated: We have inaugurated many important and strategic projects, projects reflecting "the will of the Party and the aspirations of the people," ensuring "no one is left behind," including projects of unprecedented scale, "firsts," and new projects of "historical significance." These include the inauguration and technical opening of nearly 3,200 km of expressways, including the main North-South expressway, East-West expressways, 325 km of interchanges and access roads, and over 1,700 km of coastal roads; welcoming the first flight at Long Thanh Airport; putting into operation the National Exhibition and Convention Center; key energy projects (such as the 500kV circuit 3 Quang Binh - Hung Yen transmission line, Thai Binh 2 Thermal Power Plant, Nhon Trach 3&4 LNG power plant, Hoa Binh Hydropower Plant expansion, etc.); and the exploitation of major seaport projects (Lach Huyen, Cai Mep - Thi Vai, Hau River channel). Major hospital projects (such as Bach Mai Hospital, Viet Duc Hospital Branch 2, Hue Central Hospital, etc.); eliminating temporary and dilapidated houses ahead of schedule by 5 years and 4 months; completing the target of over 102,000 social housing units by 2025, ensuring "stable housing and employment," bringing happiness to the people; commencing construction of 100 boarding schools at all levels in border areas.

We are commencing and laying the first bricks for future projects with a vision "ahead of its time," such as the Gia Binh airport mega-project; projects "reaching out to the open sea" like Hon Khoai port and Can Gio urban area; urban railway projects connecting internationally, preparing for the construction of the North-South high-speed railway; implementing century-long vision projects such as the Red River Landscape Boulevard, the Olympic Sports Village - the chosen central hub today; railway rail and special steel manufacturing plants, and projects serving APEC 2027 in Phu Quoc…

“These are crucial prerequisites and foundations for a synchronized and modern infrastructure system, meeting the development requirements of the country in the new era; they are important links contributing to building a peaceful, stable, integrated, strong, prosperous, civilized, thriving, and happy Vietnam, steadily advancing towards socialism,” the Prime Minister stated.

The Prime Minister emphasized that the projects launched and inaugurated recently span across all regions of the country, encompassing all sectors, with five important affirmations:

Firstly, it affirms the strategic vision, breakthroughs, and maturity in the leadership, guidance, and management of the Party and the State; the organizational capacity of ministries, sectors, and localities; and the decisive involvement of the entire political system, especially the people and businesses.

Secondly, it affirms the strong progress in building the country's strategic infrastructure; demonstrating the stature, courage, and intelligence of the Vietnamese people and their aspiration to continue conquering new heights.

Thirdly, it affirms the Party's correct policy in developing the private economy, using public investment to lead and stimulate private investment, and mobilizing and effectively utilizing all social resources in all fields for national development.

Fourth, affirming the viewpoint that "the people are the foundation" and the strength of national unity creates motivation, inspires, and awakens the aspiration to contribute for all subjects in society, ultimately serving the people and bringing prosperity and happiness to the people.

Fifth , affirming the Vietnamese people's cultural tradition of self-reliance and self-strengthening, embodying the spirit of "making promises and fulfilling commitments, ensuring concrete, quantifiable, and measurable results"; and the spirit of "turning nothing into something, making the difficult into easy, and the impossible into the possible"; "rising from one's own hands, mind, land, sky, and sea."

With infrastructure development as the breakthrough, we are determined to achieve double-digit growth in the coming period.

On behalf of the Government, Prime Minister Pham Minh Chinh expressed gratitude for the leadership and guidance of the Central Committee, and regularly and directly the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong in the past and General Secretary To Lam today; the involvement of the entire political system; the support and active participation of the people and the business community; and the cooperation and assistance of international friends.

At the same time, the Prime Minister acknowledged and commended the efforts and determination of ministries, departments, localities, investors, contractors, consulting units, workers, and engineers on construction sites – the “soldiers” on a battlefield without gunfire, but who must win, striving and working day and night on projects with the spirit of “overcoming the sun, conquering the rain, not losing to storms and winds”, “3 shifts, 4 teams”, “eating quickly, sleeping urgently”, “working during the day is not enough, working at night”, “working day, working night, working on holidays”… The sweat, even blood and tears, sleepless nights, working through holidays and Tet on construction sites, “offices with lights on”… have crystallized into projects that create the development of the country and bring practical benefits to the people.

Pointing out six major lessons learned from practice, the Prime Minister stated that in 2026 and beyond, in order to successfully achieve the two 100-year strategic goals, the Party and State have set the goal of striving for double-digit growth, with the development of socio-economic infrastructure continuing to be clearly identified as one of the three strategic breakthroughs.

The Government and the Prime Minister request that all levels, sectors, localities, and relevant agencies and units continue to further promote the achievements made, strive to overcome difficulties and challenges, with the spirit of "if we have tried, we should try even harder; if we have united, we should unite even more; if we have been determined, we should be even more determined; if we have been effective, we should be even more effective"; focusing on implementing the "5 guarantees" in investment and development of socio-economic infrastructure projects, including: ensuring a transparent institutional framework, smooth infrastructure, smart governance, common practices, and cooperative understanding; ensuring resources, material supply, progress, and quality of projects; ensuring the progress of land clearance, resettlement, and stable living conditions for the people, with new housing better than or equal to their old housing; ensuring improved efficiency in capital utilization, preventing cost overruns, corruption, negative practices, losses, and waste; Ensuring that investments are made effectively wherever they are made, bringing tangible benefits to the people and promoting rapid and sustainable socio-economic development.

At the same time, the Government and the Prime Minister are committed to continuing to play a central role in creating, supporting, and facilitating the most favorable conditions for the synchronous and effective implementation of projects, especially key projects, ensuring they are completed on schedule, with quality, safety, technical and aesthetic standards, and environmental protection in accordance with the law.
