QTO - Amidst the widespread digital transformation, Le Ninh commune has proactively integrated information technology into its management, administration, and community networking. The community Zalo group model in villages and hamlets is not merely a communication channel, but has become an effective "extended arm," bridging the gap between the government and the people.

Le Ninh commune has a large geographical area with 27 villages, covering over 56km² and a population of over 23,000 people. Due to the scattered population, disseminating information through the traditional public address system sometimes faces difficulties because of terrain and weather barriers. In response to the demands of administrative reform and digital transformation, the People's Committee of the commune has directed departments, offices, and villages to proactively build community Zalo groups to optimize management.

In Zalo groups, village heads, Party branch secretaries, and mass organization officials play an administrative role, ensuring that official information is continuously updated. From Party guidelines and State policies to practical matters such as village meetings, livestock vaccinations, and social welfare programs, everything is sent to each citizen's phone in a timely manner.

Thanks to this, people can access information quickly without relying entirely on the public address system. Urgent announcements are also transmitted synchronously, minimizing the chance of missing information.

The most evident effectiveness of this model is demonstrated in disaster prevention and control. Mr. Nguyen Trong Troi, Head of Vinh Quang village, shared: “Vinh Quang village is a low-lying area frequently affected by floods. Previously, when floods came, the loudspeakers could not cover all low-lying areas. Since the introduction of the Zalo group, water levels and response scenarios are continuously updated. Thanks to this, people can proactively move their property and livestock, minimizing economic losses.”

Not only does this model provide effective support during natural disasters, but it also saves time and effort for local administrators. Mr. Truong Van Anh, Head of Hoang Vien village, said: “Hoang Vien village is one of the largest villages in the commune. Previously, whenever there was an event, in addition to broadcasting through the public address system, I had to go to each hamlet to announce it because the loudspeaker system didn't cover the entire village, which was time-consuming and laborious. Since having the Zalo group, the work has become much easier, and information reaches the villagers more quickly and comprehensively.”

The highlight of the Zalo group model in Le Ninh is the creation of a democratic, two-way interactive environment. Residents not only passively receive information but can also directly report emerging issues related to security and order, environmental sanitation, or other community incidents. Through this, the Party committee and village management board can quickly grasp and coordinate timely solutions.

Ms. Vo Thi Huyen from Hoang Vien village said: "Since joining the village's Zalo group, I've found it very convenient. Everything is announced clearly and quickly. People can also easily exchange information and give feedback to officials more easily than before."

Besides its effectiveness in management, the model also contributes to strengthening solidarity within the community. Activities such as building new rural areas, mobilizing contributions to support disadvantaged households, organizing cultural and sports movements, and volunteer activities are all implemented smoothly thanks to the seamless connection on the digital platform.

To ensure the model operates effectively and sustainably, the Le Ninh commune government regularly guides content and strictly manages information posting; at the same time, it actively promotes and raises people's awareness of using social media in a civilized and appropriate manner, absolutely refraining from sharing false or unverified information.

According to Duong Quang Hung, Vice Chairman of the People's Committee of Le Ninh commune, the application of Zalo in village and hamlet management is entirely consistent with the current trend and requirements of digital transformation. The model helps local authorities be closer to the people, grasp changes in the situation more quickly, and create transparency in governance. In the future, the commune will continue to standardize and further improve the effectiveness of Zalo groups, determined to contribute to building a digital government that serves the people even better.

It can be affirmed that the village-level Zalo group model in Le Ninh commune is becoming a shining example of applying digital technology at the grassroots level. From the practical benefits it brings, the model not only improves management and administration efficiency but also contributes to building a friendly, people-oriented government that serves the people.
