
Director of the Department of Information and Communications Nguyen Trung Hien and delegates inaugurated the remote digital signature function and electronic receipt issuance on the Provincial Administrative Procedure Resolution Information System.
The Department of Information and Communications (formerly the Department of Posts and Telecommunications) officially began operations in 2005. In its early days, it had nearly 10 permanent staff and contract workers; today, the Department has over 80 officials, civil servants, and employees, with 4 specialized departments and 1 affiliated unit.
To effectively carry out state management in the assigned fields, the Department advises the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to issue many programs, plans, and strategic contents with a breakthrough nature. This creates a favorable legal framework, paving the way, providing direction, and promoting the development of the information and communication sector.
The IT and digital transformation sectors have received special attention and focus, with synchronized implementation across all aspects: infrastructure, applications, human resource training, and information security. In recent years, recognizing digital transformation as one of the key solutions contributing to the successful achievement of socio-economic development goals, the Department has clearly demonstrated its leading role in driving digital transformation in the locality, proactively advising the Provincial Party Committee to issue Resolution No. 52 dated March 18, 2022, on the Bac Ninh Province Digital Transformation Program until 2025, with a vision to 2030. Thanks to the comprehensive and synchronized implementation of programs and solutions tailored to the realities of each sector and field, the province's digital transformation has been promoted with a focus on key areas, and many important indicators have now met or exceeded the set targets.

Shared information systems across the province are widely used in government agencies and serve citizens and businesses effectively. The centralized document management and operational system, shared across all three levels of government, has yielded high efficiency in the management and operation of agencies, units, and localities. In the first seven months of 2024, the rate of processing work files and digitally signing electronic documents online reached 97.33% at the provincial level, 98.52% at the district level, and 99.29% at the commune level (exceeding the targets set in Government Resolution 17/NQ-CP for the 2021-2025 period). 100% of reporting requirements, aggregated periodic reports, and statistical reports on socio-economic issues serving the direction and management of the Chairman of the Provincial People's Committee are implemented through the provincial reporting system and data is connected and shared between the provincial reporting system and the Government's reporting information system.
The postal and telecommunications sector has seen strong development. The Department has decisively directed telecommunications enterprises to implement the action program for the overall development plan of postal, telecommunications, and IT services; and the plan for the infrastructure and communication lines of Bac Ninh province until 2030, with a vision to 2050. This includes focusing on investing in fiber optic infrastructure and building BTS stations. As a result, enterprises investing in infrastructure and providing telecommunications services have accelerated the development of telecommunications infrastructure, not only expanding in scale but also offering increasingly diverse types of services. The digital switching system and transmission lines between districts, towns, and cities in the province have been fiber optic-enabled, using advanced and modern technology. The external network is gradually being planned and constructed underground throughout the province. Mobile phone coverage is widespread with good quality, becoming an essential means of communication. Pay-TV networks have been widely deployed with high quality, contributing to socio-economic development, ensuring national security and defense, and meeting the diverse information needs of the people.

The fields of information, press, and publishing have undergone many innovations, creating strong transformations and effectively and promptly serving the leadership, direction, and management of Party committees and governments at all levels. The Department maintains regular press briefings and information and propaganda work. It effectively manages and directs press agencies and the grassroots information system to disseminate timely and comprehensive information on events in accordance with established guidelines. It successfully organizes the annual Vietnam Book Day in Bac Ninh province, creating a clear transformation and reviving the reading culture among all segments of the population.

External communication activities have been actively promoted, successfully implementing the external communication strategy and building the province's brand value in the online environment. The Department collaborates with over 50 central media agencies, broadcasting documentaries and reports providing an overview of Bac Ninh's achievements and strengths in more than 30 countries and territories with FDI investment in the locality, and with 57 media partners in the region and the world. It has also established and operates the Bac Ninh External Information Website and various social media channels such as Facebook, YouTube, and TikTok.
Inspection and supervision work consistently adheres to the directives and guidance of the Ministry's Inspectorate and the Provincial Inspectorate, focusing on activities of public concern, thereby promptly detecting and strictly handling cases of violations. The handling of citizen complaints, resolution of grievances and denunciations, and anti-corruption efforts are carried out effectively, resolving petitions within the scope of authority without leaving any backlog.
Nineteen years have passed, marked by achievements and overcoming initial challenges. The collective of the Department of Information and Communications is determined to uphold its traditions and leverage its collective strength, using technology to create breakthroughs and communication to generate power, contributing to socio-economic development and effectively serving the cause of innovation, integration, and development in Bac Ninh.
