2025 concluded as a crucial year of preparation in terms of development thinking, institutions, and major strategic directions. Entering 2026, Vietnam faces the challenge of shifting from preparation to implementation, from planning to execution. The major decisions made at the 14th National Congress will serve as the foundation for the entire political system and society to embark on a new phase of action, aiming to improve the quality of development and national competitiveness, for a strong and prosperous nation, and for a happier and more affluent people.
It is in this context that 2026 can be seen as the year that ushers in an era of progress – an era that begins with establishing a new vision for the term, and is realized through substantive reform movements from the very first days.
Rising to prominence is not a momentary endeavor. It is the mindset and developmental state of a nation that has accumulated sufficient foundation, experience, and resilience to shift from "going fast" to "going far," from adapting to circumstances to proactively shaping the future. After nearly four decades of Doi Moi (Renovation), Vietnam is facing new opportunities and prospects.
2026 is, first and foremost, a year of opening up a new development mindset. This mindset is reflected in a clear shift from management to creation, from command-based governance to governance based on rules, data, and efficiency. Development is no longer understood primarily as expanding scale, but as improving the quality of growth, labor productivity, and the resilience of the economy . Moving quickly is still important, but moving steadily, sustainably, and in the right direction is what is decisive in the context of increasingly fierce global competition – rapid development must be sustainable, high growth must be accompanied by stability, progress, and social equity.
2026 also marks the beginning of new drivers of development. These drivers do not come from a single factor, but from the synergy of many pillars. These include an institutional framework that continues to be improved towards transparency and stability, with efficiency and service to development as the benchmarks. They also include science and technology, innovation, and digital transformation gradually becoming fundamental capabilities of the economy, not just supporting sectors.
Along with this is the increasingly prominent role of the private sector, of entrepreneurs, intellectuals, and creative workers—the direct creators of material wealth, jobs, and vitality for the economy. When barriers are removed, and the business environment becomes more transparent, fair, and predictable, the latent, untapped resources in society will be unleashed more effectively, giving anyone who desires it the opportunity to become wealthy and contribute to national development.
The 14th National Congress is expected to further consolidate these major orientations, creating the necessary policy framework and confidence for new driving forces to take effect right from the early years of the term.

2026 is the year of opening up social trust. No era of development can be formed without trust. Trust of the people in the consistency, fairness, and effectiveness of policies. Trust of businesses in a stable, transparent, and legally protected investment environment. Trust of society that genuine effort will be recognized, creativity will be encouraged, and contributions will be appreciated.
As we welcome 2026, we are also acutely aware that the road ahead is not without its challenges. The world is rapidly changing and unpredictable; strategic competition is increasing; and economic, environmental, and non-traditional security challenges are becoming more complex. But it is precisely in this context that the resilience of a nation is further forged and affirmed.
Welcome 2026 - the year that ushers in an era of national progress! 2026 opens not only as a new milestone, but as a commitment to the future: a commitment to transforming the grand directions of the new term into concrete actions, and to turning aspirations for development into measurable results in the lives of the people. An era of progress will be forged through persistent reform, honest governance, and the unity of the entire society.
History doesn't ask us what we dreamed of, but what we dared to do to achieve those dreams.
