According to Le Van Tu, Head of the Civil Judgment Enforcement Department of Nhu Xuan District: "In recent times, the unit has made many innovations in its professional activities and decisively implemented solutions to resolve many cases definitively and in accordance with the law, ensuring high effectiveness and efficiency. As a result, civil judgment enforcement work in the district has achieved many important results."
In particular, the District Enforcement Agency has done a good job advising the Party Committee and the government on leadership, direction, and comprehensive state management of enforcement, from developing programs and plans, launching emulation movements, directing key, complex, and protracted cases, to receiving citizens and resolving complaints, denunciations, and petitions.
In particular, the District Enforcement Agency has closely coordinated with functional units in urging, verifying, and protecting the enforcement of judgments, ensuring safety and effectiveness. At the same time, it has strictly dealt with cases of obstruction, resistance, deliberate delay, and non-compliance with judgments according to the law. It has strengthened administrative discipline and order, especially in inspecting, concluding, and strictly handling violations. It continues to promote the dissemination and education of law within enforcement agencies, fully and promptly implementing the Party's guidelines and policies and the State's laws. This has created a strong shift in the awareness and compliance with the law among civil servants and employees, especially individuals and organizations involved in enforcement work in the district.

On average, the Sub-Department receives over 200 cases annually. Although the number of cases is not large, due to the unique characteristics of the mountainous district, its vast area, and difficult road access, many cases involving the collection of state budget revenue are difficult to handle. After verification and classification, many individuals subject to enforcement lack the means to comply with the judgment, have left the locality, are serving prison sentences locally, possess no assets, or, even after serving their prison sentences, lack the means to comply with the judgment. Many cases involve bank credit, leading to prolonged enforcement proceedings and delays.
In addition, the Sub-Department still lacks staff, but with many specific solutions, the enforcement of judgments in Nhu Xuan district has achieved many positive results in the past period, minimizing the backlog of cases. In 2022, the total number of cases resolved was 351, including 55 cases carried over from the previous year; the number of newly received cases was 296, an increase of 43 cases (16.99% compared to 2021). After deducting 8 cases entrusted to other agencies, the total number of cases to be enforced was 343, of which 327 were enforceable and 16 were not. Of the enforceable cases, 289 were completed, an increase of 14 cases (5.09%) compared to 2021; achieving a rate of 88.38%. Regarding monetary value, the total amount resolved was 6,683,476,000 VND. Of this amount, 1,785,268,000 VND was carried over from the previous year; the amount of newly processed cases was 4,898,208,000 VND, an increase of 3,157,965,000 VND (181.46%) compared to 2021.
In the first six months of 2023 alone, the Enforcement Department of Nhu Xuan District promptly and actively implemented a comprehensive range of measures to fulfill its assigned enforcement tasks across all aspects of its work. It focused on directing and resolving the enforcement of state revenue collection, debts owed to credit institutions and banks, and long-standing pending cases. However, the amount of money successfully enforced decreased by 952,077,000 VND compared to the same period in 2022 (accounting for 33.89%); while the number of cases resolved increased by 9 compared to the same period in 2022 (accounting for 8.18%).
The positive developments in 2022 and the first six months of 2023 are an important foundation for the District Enforcement Agency to continue innovating and improving the quality of its operations. Emphasis will be placed on disseminating legal information on enforcement, explaining and persuading enforcement officers to gain the support of all levels, sectors, and the people, especially the voluntary compliance of those obligated to comply with judgments. The application of information technology and administrative reform in enforcement activities will be promoted. Guidance and direction will be strengthened to ensure the accurate application of legal regulations and the correct execution of court judgments and decisions. At the same time, the agency will demonstrate a strong determination to complete the targets and plans for enforcement work in the coming period, ensuring the strict enforcement of the law and contributing to maintaining stability for the socio-economic development of the locality.
