On June 18, Prime Minister Pham Minh Chinh signed and issued a directive on reviewing and improving regulations on the implementation of the reorganization of district and commune-level administrative units in the period 2023-2030.
Guidelines for streamlining organizational structures and addressing redundant staff.
Accordingly, the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and city People's Committees to implement decisive, timely, proactive, and flexible solutions to overcome difficulties and obstacles, and address shortcomings and inadequacies in the reorganization of district and commune-level administrative units during the 2019-2021 period, and to continue implementing the reorganization of district and commune-level administrative units more effectively during the 2023-2030 period.
In the requirements set forth, the Prime Minister emphasized the need for public awareness campaigns to create consensus among officials, civil servants, employees, and the people at the local level regarding the reorganization of district and commune-level administrative units.
Provinces and cities regularly coordinate closely with the Ministry of Interior and other central ministries and agencies to promptly and effectively resolve obstacles and difficulties in implementing the reorganization of district and commune-level administrative units in their localities.
The Ministry of Interior advised and submitted to the Prime Minister a proposal to organize a national conference to implement the administrative unit restructuring work immediately after the National Assembly Standing Committee issues the resolution; and decided to establish a Council to appraise the dossiers of the administrative unit restructuring plans at the district and commune levels for the period 2023-2030 of localities.
The Prime Minister emphasized the urgent need to develop regulations and guidelines for streamlining the organizational structure and addressing the surplus of officials, civil servants, and employees in district and commune-level administrative units formed after the reorganization.
The Prime Minister also requested the Ministry of Interior to provide guidance on preparing dossiers for requesting recognition of district-level and commune-level administrative units formed after reorganization as safe zones, safe zone communes, island communes, units of Heroes of the People's Armed Forces, and Heroes of Labor.
The Ministry of Information and Communications, in coordination with the Ministry of Interior and other ministries, sectors, and localities, will provide information to press agencies to effectively carry out propaganda work aimed at creating social consensus among all sectors, levels, officials, civil servants, employees, and the people regarding the implementation of the reorganization of district and commune-level administrative units.
This includes regularly providing information on achievements, exemplary cases, shortcomings, causes (especially subjective causes), solutions, valuable lessons learned, and best practices in implementing the reorganization of district and commune-level administrative units.
Instructions for changing citizens' residential addresses.
In addition, the head of the Government also requested the Ministry of Construction to guide, inspect, and conduct a preliminary review of urban classification standards for urban administrative units formed after the reorganization period of 2019-2021, and to compile a report for the Prime Minister to report to the Standing Committee of the National Assembly as prescribed.
For urban administrative units slated for reorganization during the 2023-2030 period, localities are instructed to review relevant urban planning situations and propose measures to ensure and further improve urban quality after the reorganization is completed.
The Ministry of Finance provides guidance, within its authority, on the preparation of budget estimates and expenditure norms; the management, use, and settlement of funds for the reorganization of district and commune-level administrative units; and the handling of assets and office buildings of agencies and organizations in the reorganized district and commune-level administrative units…
The Prime Minister also directed each ministry and agency to carry out its functions and tasks related to the reorganization of district and commune-level administrative units.
Specifically, the Ministry of Public Security will coordinate in providing actual resident population data in district and commune-level administrative units in each province and city; guide and implement the retrieval of old seals and the engraving of new seals for agencies, organizations, and units in district and commune-level administrative units undergoing reorganization; and guide the conversion of citizens' residential addresses…
Ministries, sectors, and People's Committees of provinces and cities should promptly provide guidance on relevant contents regarding the implementation of the reorganization of district and commune-level administrative units in the 2019-2021 period and continue to implement the reorganization of district and commune-level administrative units in the 2023-2030 period, completing it before July 10th.
