Lam Dong province has completed 100% of the tasks set out in Resolution 57.

On the afternoon of December 18th, at the Government headquarters, Prime Minister Pham Minh Chinh chaired an online conference to review the first year of implementing the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo; the five-year implementation of the overall program for state administrative reform; and the four-year implementation of Project 06.

At the Lam Dong branch, Comrade Dinh Van Tuan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, along with leaders of provincial departments and agencies; and members of the Steering Committee on the development of science , technology, innovation, digital transformation, and Project 06 of Lam Dong province were present.

At the conference, delegates heard reports from leaders of central agencies assessing the results of implementing Resolution No. 57-NQ/TW of the Politburo; the results of implementing the overall program for state administrative reform in the period 2021-2025 and the orientations and key tasks for the period 2026-2030; and an overview report on the implementation of Project 06 in the period 2022-2025.

The reports focus on highlighting outstanding achievements, pointing out existing shortcomings and limitations, and proposing solutions to further promote administrative reform, digital transformation, and the building of a digital government and digital society in the coming period.

In Lam Dong province, the Provincial People's Committee has recently focused on directing and promoting administrative reform associated with digital transformation, placing citizens and businesses at the center of service delivery.

The implementation of Project 06 has been carried out synchronously from the provincial level to the grassroots, contributing to simplifying administrative procedures, increasing the rate of online public services, and gradually effectively utilizing population data in resolving administrative procedures and providing public services.

LAM DONG IMPLEMENTS RESOLUTION 57-NQ/TW ON ADMINISTRATIVE REFORM AND PROJECT 06

  • Having completed 100% of the tasks under Resolution 57-NQ/TW in the first year of implementation (154/154 tasks), it is one of 14 localities to achieve "Green" status on the National Monitoring System.
  • The Resolution was disseminated to over 20,000 officials and Party members, creating a high level of unity throughout the entire political system after the administrative boundary merger.
  • 100% of communes and wards are equipped with online meeting systems and full equipment at the one-stop service center.
  • The rate of online applications reached nearly 80%; online payments reached 93%; digitization of documents and results of administrative procedures reached nearly 90%; and the exploitation and reuse of digitized data reached 82%.
  • The rate of cases resolved correctly and on time across the province reached over 99%; the PAR Index, SIPAS, and PAPI indicators continued to improve, reflecting the increasing level of satisfaction among the people.
  • 100% of essential public services are provided electronically; electronic forms require approximately 20% less information thanks to the reuse of population data.
  • Complete the issuance of identity cards to 100% of eligible citizens; promote the use of VNeID and cashless payments; clean up and enrich data in the fields of health, social insurance, justice, civil registration, and social security.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that localities, units, and all sectors of the population must promote solidarity, enhance information exchange to better understand each other; strengthen trust, share more with each other, and reach common understanding and joint action. He also stressed the need to focus on building a national data system and connecting it with the databases of ministries, sectors, localities, and agencies, thereby developing artificial intelligence in Vietnam.

The Prime Minister requested that ministries, sectors, and localities continue to leverage their leadership roles, accelerate administrative reforms linked to digital transformation, and prioritize citizens and businesses; focus on removing bottlenecks in institutions, data, infrastructure, and human resources; and resolutely implement Resolution 57-NQ/TW and Project 06 effectively, creating momentum for rapid and sustainable national development.
