Hanoi is preparing to witness a major turning point in the revitalization of the historic To Lich River. On December 19th, the Hanoi People's Committee, in collaboration with Sun Group, will officially commence the project to renovate, beautify, and reconstruct the park along both sides of the To Lich River. With a total investment of over 4,665 billion VND, the project is expected to become a new cultural symbol, connecting the rich heritage with the modern life of the capital city.
Campaign to revive the heritage river
The To Lich River was once the lifeblood of the ancient Thang Long citadel, but after decades of urbanization, it has been severely affected by pollution. The project to redevelop the river park along its more than 13 km length is not simply about improving the technical infrastructure, but also about restoring the river's rightful place in the hearts of the people.
The project will pass through several wards in central districts such as Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet. This is an important step following a series of efforts by the city to address pollution, dredge the riverbed, and replenish water in recent times.
Architectural highlights from leading global partners.
The project's distinguishing feature lies in its impressive system of art installations running along both banks. Items such as artistic pedestrian bridges, boat docks, observation decks, and historical exhibition halls will be constructed to create a unique viewing space for visitors.

To realize this vision, Sun Group has partnered with two globally renowned consulting firms: EDSA (USA) – a leading urban planning and design company worldwide, and EGO GROUP (Italy) – a group specializing in landscape architecture design and urban planning. This collaboration promises to deliver an international look while retaining a strong Vietnamese identity.

Creating green lungs for the capital city.
With a philosophy that combines Identity, Ecology, and Integration, the project places special emphasis on greening the entire landscape axis. A system of shade trees, lawns, and aquatic plants will be planted synchronously, creating a vast green space that contributes to improving the living environment and regulating the air in the densely populated inner city area.

Besides its ecological features, the park also integrates multi-functional community amenities such as children's playgrounds, modern parking lots, and outdoor relaxation areas. The emergence of high-end services such as cafes and restaurants harmoniously integrated with nature will transform this place into a new tourism and entertainment hub of Hanoi.
Effective public-private partnership model
The project is being implemented under a public-private partnership (PPP) model. This is considered a strategic solution to reduce the financial burden on the state budget, while simultaneously leveraging resources from the private sector to comprehensively address environmental and urban landscape issues at the "hot spot" of the To Lich River.

The groundbreaking ceremony on December 19th is part of a series of 234 key projects nationwide, celebrating the 14th National Congress of the Communist Party of Vietnam. Upon completion, the To Lich Riverfront Park will not only beautify the urban landscape but also affirm the aspiration of the thousand-year-old capital city to reach world-class standards.
