
A mega-project of international scale.
According to Duong Duc Tuan, Standing Vice Chairman of the Hanoi People's Committee, the Olympic Sports Urban Area construction project is a key project of very large scale, with special significance and importance, contributing to the development of the Red River Delta region and the whole country.
The project covers a total research area of approximately 9,171 hectares located in 11 communes: Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa in Hanoi city.
The project has a preliminary total investment of approximately VND 925,651 billion and an estimated population of around 751,000 people. The goal of the project is to create a comprehensive, modern sports urban complex, capable of enabling Hanoi to host continental and international sporting events such as the Asian Games (ASIAD) or the Olympic Games.
The project is divided into four main functional zones. Zone A: Development of a new urban area based on the TOD (Transit-Oriented Development) model, serving as a transportation hub. Zone B: Development of a sports and service urban area connected to the world-class Trong Dong Sports Complex and Stadium. Zones C and D: Development of a sports and service urban area connected to the Sports Complex.
Project progress: The sports complex and stadium will be completed in Q2/2030, and the entire project will be completed by 2035.
Aiming to create a "miracle on the Red River"
At the 18th Hanoi City Party Committee's Executive Committee Symposium, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc emphasized that the Olympic Sports Urban Area construction project, along with the Red River Landscape Boulevard project, are two projects of special importance contributing to the development of the Capital, the Red River Delta region, and the entire country, aiming to create a "Red River miracle"; serving the goal of achieving a GRDP growth rate of 11% or more in 2026 and throughout the 2026-2030 term; creating a new image of the Capital with "culture - identity - creativity," transforming itself into a creative, green, smart, and globally connected metropolis.
According to the Secretary of the Hanoi Party Committee, after the Politburo agreed in principle, at its 10th session, the 15th National Assembly passed Resolution No. 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement large and important projects in the capital city. These are very important political and legal foundations for Hanoi to realize its vision and aspirations for the development of the capital in the new era.
The promulgation of Resolution No. 258/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the Capital City has created a "superior" legal framework. The Resolution allows the City People's Council to decide on investment policies for large-scale projects, including nationally important projects. In particular, regarding land and site clearance – one of the most difficult stages in the project preparation process – the Resolution has introduced a breakthrough mechanism: allowing the City People's Committee to use the city budget to acquire land, compensate, support, and resettle before selecting investors. This is a revolutionary step, helping to shorten preparation time and reduce risks for investors.
According to the plan, the capital city will officially commence the construction of the Olympic Sports City project on December 19, 2025. This is an event of great political significance, creating a vibrant atmosphere of emulation to welcome the 14th National Congress of the Party and looking forward to the 100th anniversary of the founding of the Party (February 3, 1930 - February 3, 2030).
With the decisive involvement of the entire political system and the consensus of the people, the investment project to build the Olympic Sports City promises to become a symbol of a dynamic, green, smart, and globally connected Hanoi in the near future.
