Strictly classify and reconcile debts to limit bad debts.

Through debt verification and classification, local Party committees, authorities, and the Vietnam Bank for Social Policies (VBSP) have gained a firm grasp of the loan utilization situation of each household. They have promptly identified risky cases, such as borrowers leaving their residences, overdue debts, or frozen debts, and have reviewed and taken appropriate measures to address them. This has helped to limit the 발생 of bad debts and contributed to the preservation and development of policy credit funds.

The Steering Committee for Debt Review and Classification in Phan Thiet Ward in 2025 has effectively played its role in advising, coordinating, guiding, and urging relevant organizations and units to implement the work according to procedures, strictly, openly, and transparently. As a result, many shortcomings in loan management have been promptly identified and addressed, contributing to the effective achievement of sustainable poverty reduction goals, job creation, improved living standards for the people, and maintaining security and order in the area.

According to the Steering Committee, the verification results show that Phan Thiet ward has completed the verification and classification of debts, achieving 100% of the plan in all 44/44 residential areas and 82/82 Savings and Loan Groups, with 3,369/3,369 households with outstanding debts fully verified. The total outstanding debt at the time of verification reached 147,913 million VND, of which recoverable debt accounted for a very high percentage.

Through the review, most borrowers used the capital for its intended purpose, investing effectively in economic development, livestock farming, trade, improving their lives, and making positive contributions to sustainable poverty reduction. The Savings and Credit Groups generally operated stably, with complete and properly recorded records and documents; the subjective and objective causes of unrecoverable debts were clearly identified, and proposed solutions were made in accordance with regulations.

Loan capital helps people develop their household economies, contributing to poverty reduction.

Despite the achievements, loan management still faces some limitations, such as uneven operational quality among some Savings and Credit Groups and low participation rates among members in some groups. Based on this, the Phan Thiet Ward People's Committee has outlined key tasks and solutions for the future, emphasizing the responsibility of entrusted organizations and Savings and Credit Groups, as well as the borrowers' commitment to fulfilling their repayment obligations.

Assessing the effectiveness of the capital, Mr. Tran Nguyen Loc said that policy credit has created conditions for thousands of households to invest in production and business development, improve income and raise living standards, thereby contributing to the effective achievement of sustainable poverty reduction goals and ensuring security and order in the area.

In the coming period, the People's Committee of Phan Thiet ward requests that units and organizations entrusted with managing the funds enhance their responsibility in managing capital, promote the dissemination of preferential credit policies, strengthen inspection and supervision, and ensure that loans reach the intended beneficiaries. Along with this, the ward will gradually implement digital transformation, encouraging people to use the mobile banking applications of the Vietnam Bank for Social Policies (VBSP), contributing to improving the quality and effectiveness of policy credit funds in the new phase.

As of December 16th, the total loan disbursement in Phan Thiet ward reached 39 billion VND with 781 borrowing households. Of this, the program supporting job creation, maintenance, and expansion accounted for 29 billion VND for 566 workers; loans for disadvantaged students totaled 7.2 billion VND for 211 households; and loans for social housing totaled 2.4 billion VND for 3 households. The total outstanding loan balance in the ward reached 149 billion VND, accounting for 21% of the total outstanding loan balance managed by the Binh Thuan branch of the Vietnam Bank for Social Policies (NHCXH), which is 712 billion VND.
