The circular amends the regulations on "Content and expenditure levels for reviewing social welfare beneficiaries" as follows:
Expenses for reviewing and evaluating applications include: Review fee: 30,000 VND/application; Evaluation fee: 30,000 VND/application.
In addition, the Circular also amends and supplements the regulations on "Costs for implementing social assistance payment for social protection beneficiaries" as follows:
Expenses for stationery, printing, photocopying documents, forms, notices, venue rental fees, drinking water for beneficiaries at the payment location, and other necessary expenses for paying social welfare benefits to beneficiaries: Payments will be made based on actual costs, supported by legitimate invoices and expenditure documents, within the budget allocated by the competent authority and in accordance with the law on bidding.
Costs for transporting cash, costs for transferring funds to policy beneficiaries, support for ATM card issuance costs for beneficiaries requesting bank payments, and costs for hiring security personnel at the payment location (if necessary): Payments will be made based on actual expenses supported by legitimate invoices and expenditure documents, within the budget allocated by the competent authority and in accordance with the law on bidding.
Night shift and overtime pay: Implemented in accordance with the provisions of the Labor Code and Government Decree No. 145/2020/ND-CP dated December 14, 2020, detailing and guiding the implementation of some articles of the Labor Code on working conditions and labor relations;
In cases where social assistance payments are made to beneficiaries through payment service organizations: The payment amount is determined as a percentage of the total amount paid to beneficiaries, as stipulated by the Provincial People's Council, depending on the local conditions and the actual number of beneficiaries in each locality.
This Circular takes effect from September 1, 2024.
