According to the recently announced plan for streamlining the political system's organizational structure, four committees of the National Assembly and one agency directly under the Standing Committee of the National Assembly will be eliminated.
This information was provided by the Head of the Central Organizing Committee, Le Minh Hung, at the national conference on the implementation and review of Resolution 18 of the 12th Central Committee of the Communist Party of Vietnam on the morning of December 1st.
Six committees merged, ending the Foreign Affairs Committee's activities.
According to Mr. Hung, regarding the agencies of the National Assembly and the Standing Committee of the National Assembly, the Politburo has requested research and proposals for merging and ending the operations of some agencies of the National Assembly and the Standing Committee of the National Assembly.
This includes merging the Economic Committee and the Finance and Budget Committee; merging the Social Committee and the Culture and Education Committee; and merging the Judiciary Committee and the Law Committee.
In addition, this plan also addresses the termination of the Foreign Affairs Committee's activities, transferring its main responsibilities to the Ministry of Foreign Affairs; and some of its work to the National Assembly Office.
Along with that, there is research into transforming the People's Petition Committee into a Committee for Monitoring and People's Petitions.

Mr. Hung stated that this plan also includes research into streamlining the model of the Secretary-General, Deputy Secretary-General, and the National Assembly Secretariat; and research into transferring the specialized departments of the National Assembly Office to be under the direct control of the National Assembly Committees and the Standing Committee's departments.
At the same time, the Institute for Legislative Research will cease operations, transferring its functions and responsibilities to relevant agencies of the National Assembly and the Standing Committee of the National Assembly.
Furthermore, the streamlining of the National Assembly's apparatus also includes studying the possibility of ending the operation of the National Assembly Television, transferring related functions and tasks to Vietnam Television; and assigning the National Assembly Party Caucus the responsibility of leading and directing the reorganization and streamlining of the organizational structure and staffing.
Specifically, the policy is to not appoint permanent members or full-time members to the National Assembly's Ethnic Council and Committees; the National Assembly's Committees will have chairpersons, vice-chairpersons, and full-time National Assembly deputies.
According to the Head of the Central Organizing Committee, implementing this plan will reduce the National Assembly's structure by four committees and one agency under the Standing Committee of the National Assembly.
Recruitment of civil servants, appointments, and nominations of candidates for official positions are temporarily suspended.
In addition to this option, the Head of the Central Organizing Committee emphasized the need to develop a plan, clearly defining the steps and specific roadmap, ensuring that agencies, units, and organizations operate smoothly, effectively, and efficiently immediately after the restructuring, without disrupting work, leaving no areas or fields vacant, and without affecting the normal activities of agencies, units, organizations, and society.
In addition, agencies also need to propose and develop plans, and prepare all necessary conditions for the reorganization of the organizational structure, officials, civil servants, and employees when a decision is made by the competent authority.
This includes urgently issuing outstanding policies and paying special attention to resolving issues related to regulations and policies, and effectively carrying out political and ideological work for cadres, civil servants, public employees, and workers...
To ensure that the restructuring and streamlining of the organizational apparatus proceeds smoothly and with minimal disruption, the Politburo has decided to temporarily suspend the recruitment of civil servants, appointments, and nominations of candidates for positions during the restructuring period.
The Head of the Central Organizing Committee requested that agencies, units, and localities strictly implement this policy as directed by the Politburo.
According to Le Minh Hung, Head of the Central Organizing Committee, Party committees, Party organizations, agencies, and all levels and sectors should implement and complete the summary and submit reports to the Steering Committee before December 31, 2024; prepare summary reports, organize conferences and seminars to solicit opinions from leaders, Party committees, Party organizations, experts, scientists, and conduct surveys in some localities and units before February 15, 2025.
The Steering Committee will finalize the summary report and submit it to the Politburo before February 28, 2025, for presentation to the Central Committee meeting (expected in mid-March) for consideration and approval.
The merger plan aims to reduce the number of ministries by at least 5.
