
In the joyful atmosphere of welcoming the Lunar New Year of the Horse 2026, along with many policies of the Party and State focusing on caring for the lives of the people in general, policy beneficiary families, especially those who contributed to the revolution, the province has many new policies focusing on caring for and improving the lives of those who contributed to the revolution, social welfare beneficiaries, and vulnerable people in the province.
The Department of Internal Affairs has just advised the Provincial People's Committee to submit to the Provincial People's Council for promulgation two resolutions and a plan for organizing the Lunar New Year celebration in 2026, focusing on the following key contents:
Firstly , Resolution No. 25/2025/NQ-HĐND, dated December 30, 2025, of the Provincial People's Council stipulates the support policy for war invalids, their relatives, and families in the province, benefiting over 97,400 people; with a budget of over 97.6 billion VND.
Group 1 includes gifts of 5 million VND per person for those receiving monthly allowances, including: revolutionary activists before January 1, 1945; revolutionary activists from January 1, 1945 to the August 1945 uprising; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes during the resistance war; and wounded and sick soldiers residing in the province and being cared for at the Center for the Rehabilitation of Wounded Soldiers and People with Disabilities. Group 2 includes gifts of 4 million VND per person for approximately 120 exemplary people with meritorious services visited by the provincial leadership delegation according to the plan of the Provincial People's Committee. Group 3 includes gifts of 1 million VND per person for those receiving monthly allowances, those who have received a one-time allowance, relatives of people with meritorious services receiving monthly allowances, and those authorized to perform ancestral worship for people with meritorious services.
Secondly , the provincial leadership organized 64 delegations to visit and extend New Year greetings to armed forces units, hospitals, schools, camps, centers, exemplary revolutionary veterans, social welfare facilities, Party committees, and People's Committees of communes, wards, and special zones... in 102 communes, wards, and special zones, as well as some locations outside the province. Approximately 1,300 organizations and individuals are expected to visit from January 28th to February 10th, with a budget of over 7 billion VND.
The province organized six delegations of provincial leaders to visit and extend New Year greetings to a number of departments, wards, and patients in several hospitals, as well as to units on duty serving and protecting the Tet holiday and sanitation workers in Rach Gia and Long Xuyen wards during the New Year's Eve period, from February 14th to 16th.
Thirdly , the Department of Internal Affairs advises and guides the implementation of Resolution No. 24/2025/NQ-HĐND, dated December 30, 2025, of the Provincial People's Council, which stipulates the subjects, expenditure levels, and funding for annual Lunar New Year visits and greetings in the province. Lunar New Year gifts are given to approximately 204,000 beneficiaries, excluding those receiving monthly allowances as decided by the Prime Minister; those receiving pensions or monthly social insurance benefits; former National Assembly deputies who have ceased participating in the National Assembly delegation and do not receive salaries or benefits from the state budget; and those with 40 years or more of Party membership, totaling approximately 42,000 people.
A grant of VND 600,000 per person is given to the following individuals: those receiving monthly social assistance in the community as stipulated in Article 5 of Decree No. 20/2021/ND-CP; individuals aged 75 to under 80 who are classified as poor or near-poor households; individuals aged 80 and above; social welfare beneficiaries being cared for and nurtured at social welfare centers, centers for the elderly and orphans, centers for the education of orphans and lonely elderly; and social beneficiaries at schools for children with disabilities and schools for the disabled, totaling approximately 162,000 people.

- Mr. Huynh Tan Phi : The Department of Internal Affairs, along with provincial departments, agencies, and local Party committees and governments throughout the province, will focus on implementing the Tet holiday organization plan according to assigned tasks, preparing well and ensuring that activities serving the people to celebrate the Lunar New Year are organized thoughtfully, joyfully, enthusiastically, healthily, safely, and economically, creating a new momentum and driving force to continue successfully implementing the resolutions of the 1st Provincial Party Congress, term 2025-2030, and the 14th National Congress of the Party.
The Department of Home Affairs, in coordination with local authorities, organized the distribution of Tet gifts according to the President 's decision and two provincial resolutions. Specifically, gifts from the President were given to over 26,200 people; over 97,400 people received gifts according to Resolution No. 25/2025/NQ-HĐND; and approximately 204,000 people received Tet gifts for beneficiaries outside the categories of beneficiaries under Resolution No. 24/2025/NQ-HĐND.
The Department, in coordination with relevant localities and units, participated in provincial leadership delegations visiting and extending New Year greetings to armed forces units, hospitals, schools, camps, centers, exemplary individuals who have rendered meritorious services to the revolution, social welfare facilities, Party committees, and People's Committees of communes, wards, and special zones... in 102 communes, wards, and special zones, as well as some locations outside the province, with an estimated more than 1,300 organizations and individuals inside and outside the province according to the plan.
Based on specific local policies, it is projected that nearly 302,000 people with disabilities, social welfare beneficiaries, and vulnerable individuals in the province will receive Tet gifts, and more than 1,300 organizations and individuals from inside and outside the province will participate in the province's Tet visit and greeting plan. The total local budget is estimated at approximately 246 billion VND for these activities.
