Accordingly, the policy of adjusting the Provincial Planning according to the simplified procedures as proposed by the People's Committee of Dong Nai province is approved.

Urgent project
Previously, the People's Committee of Dong Nai province had submitted Document No. 108/TTr-UBND (dated June 11, 2025) to the Prime Minister requesting consideration and approval of the policy for the province to adjust the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, according to simplified procedures.
In the submission, the Provincial People's Committee said that on March 15, 2025, the People's Committees of Dong Nai and Binh Phuoc provinces had a working session on the Ma Da Bridge Construction Investment Project. Based on the agreement on the investment policy for the road project connecting the two localities via Ma Da Bridge (Binh Phuoc province invests in the construction of provincial road 753 connecting to Ma Da Bridge; Dong Nai province invests in the construction of Ma Da Bridge and provincial roads 761, 767 connecting Ma Da Bridge to Ring Road 4 - Ho Chi Minh City), the Provincial People's Committee has submitted a submission to the Provincial People's Council for approval of the project investment policy. On April 29, 2025, the Provincial People's Council met and approved Resolution No. 26/NQ-HDND, in which it agreed on the policy of assigning the Dong Nai Provincial People's Committee to be the competent authority to implement the Ma Da Bridge Construction Investment Project located in 2 provincial administrative units.
On May 9, 2025, the Department of Finance received Document No. 37/TTr-BQLDACTGT (dated May 8, 2025) and attached documents from the Provincial Traffic Construction Investment Project Management Board (now the Provincial Construction Investment Project Management Board) regarding the submission for appraisal of the investment proposal report for the Ma Da Bridge Construction Project.
Also according to the Provincial People's Committee, on April 14, 2025, Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee decided on the plan to merge provincial-level administrative units. In which, Dong Nai and Binh Phuoc provinces will be merged, named Dong Nai province, with the political and administrative center located in Dong Nai province today.
Currently, there is no direct connection between Binh Phuoc province and Dong Nai province, Ho Chi Minh City area, so the investment in building a connecting route between the two provinces via Ma Da bridge is urgent, contributing to the completion of the transport infrastructure, especially the infrastructure connection between the Central Highlands and the Southeast region to Long Thanh International Airport and Cai Mep - Thi Vai Port. From there, it will create a driving force to promote regional connectivity and at the same time serve the travel needs of civil servants, public employees and people of Binh Phuoc province to work in Dong Nai province after the merger into the new Dong Nai province.
In document No. 702, the Government also assigned the Chairman of the Provincial People's Committee to receive opinions from relevant agencies, direct the establishment and adjustment of the Dong Nai Provincial Planning in accordance with current legal regulations; and report to the Prime Minister on the implementation results in accordance with regulations.
Accept Dong Nai's proposal
Although it is an urgent project, however, after review, the location of Ma Da bridge connecting Dong Nai province and Binh Phuoc province; provincial road 761; the road connecting from Dong Nai Nature and Culture Reserve to the intersection with Ring Road 4 - Ho Chi Minh City is not included in the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in July 2024. At the same time, to implement the Ma Da bridge project and provincial road 761, it is necessary to adjust the related land use planning. Specifically, adjusting the planning of special-use forest land with an area of more than 85 hectares.
“Given the urgency of the project, Dong Nai province proposes to adjust the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, in a simplified order and procedure to have a basis for implementing the road project connecting Dong Nai and Binh Phuoc provinces via Ma Da bridge according to the Conclusion of General Secretary To Lam in Notice No. 117-TB/VPTW dated January 13, 2025 of the Central Party Office on studying the proposal and recommendation of Binh Phuoc province for the province to invest in expanding provincial road 753 connecting provincial road 761 of Dong Nai province via Ma Da bridge”, the submission of the Provincial People's Committee clearly stated.

In the submission, the Provincial People's Committee also proposed the adjustment of the Provincial Planning, including: adding a route from Provincial Road 761 Ma Da Bridge to the intersection with Ring Road 4 - Ho Chi Minh City, a section passing through the province with a length of 44km, a scale of 8 lanes; adding Ma Da Bridge with a scale of 8 lanes to Appendix XI - a supplementary plan to connect Dong Nai province with neighboring localities.
At the same time, based on the above adjustment content, it is necessary to adjust the land allocation and zoning plan (Appendix XXVI - land zoning plan) to ensure consistency with the adjusted contents of the Provincial Planning and the national land use allocation targets in Decision No. 326/QD-TTg (dated March 9, 2022) of the Prime Minister on allocating national land use planning targets for the period 2021-2030, with a vision to 2050.
According to the Provincial People's Committee, the locality has participated in collecting opinions from relevant ministries and branches on the proposal. After receiving all opinions from relevant ministries and branches, Dong Nai province has also accepted and explained the contents. The Provincial People's Committee commits to updating and adjusting the contents to ensure that the general objectives of the Provincial Planning approved by the Prime Minister are not changed, ensuring connectivity, synchronization, inheritance and stability between the plans.
In response to Dong Nai's proposal, on June 20, 2025, Deputy Prime Minister Nguyen Chi Dung signed Document No. 702/TTg-QHDP to the Dong Nai Provincial People's Committee. In which, he approved the policy of adjusting the Provincial Planning according to the simplified procedures as proposed by the Dong Nai Provincial People's Committee.
At the same time, assign the Chairman of the Provincial People's Committee to take full responsibility before the law and the Prime Minister for: the content of the proposal to approve the policy of adjusting the Provincial Planning according to the simplified procedures in Submission No. 108 and Official Dispatch No. 7743/UBND-THNC (dated June 16, 2025) of the Dong Nai Provincial People's Committee; the content of the Decision to adjust the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050 after the Prime Minister approves the policy of adjusting the Provincial Planning, in which, note the research report, detailed assessment of the impact of the Traffic Route Project through the Dong Nai Biosphere Reserve according to the opinions of the Vietnam National Commission for UNESCO, the Vietnam National Committee for the Man and the Biosphere Program, the Ministry of Agriculture and Environment, the Ministry of Foreign Affairs and relevant agencies.
