Determine the investment progress to complete the intersection of Highway 319 with Ho Chi Minh City - Long Thanh - Dau Giay Expressway

(DN) - On October 2, according to the People's Committee of Dong Nai province, the Chairman of the Provincial People's Committee assigned the Department of Construction and other units to implement contents related to the investment in completing the intersection of Road 319 with the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.

Specifically, the Chairman of the Provincial People's Committee assigned the Department of Construction to take the lead, in coordination with relevant units, in determining the progress of investment in infrastructure connecting to the 319 road interchange. Commitments regarding the progress of compensation, land clearance, resettlement, and relocation of technical infrastructure are required upon completion of the 319 road interchange with the expressway. Simultaneously, a draft document from the Provincial People's Committee will be sent to the Ministry of Finance, the Ministry of Construction , and the Vietnam Expressway Investment and Development Corporation (VEC). The Provincial People's Committee also requested the Department of Construction to report the results of implementation to the Provincial People's Committee before October 5, 2025.

In September 2025, the Provincial People's Committee sent a document to the Ministries of Finance and Construction, requesting their consideration and comments on the proposal for VEC to add the investment item for completing the intersection of Road 319 to the Ho Chi Minh City - Long Thanh Expressway Expansion Project, which is part of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. Specifically, Dong Nai province proposed adding the investment item for completing the intersection of Road 319 to the Ho Chi Minh City - Long Thanh Expressway Expansion Project.

Subsequently, VEC responded to this proposal from Dong Nai province. In its response, VEC supported the opinion of the Dong Nai Provincial People's Committee regarding the necessity of fully investing in the interchange between Road 319 and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway to ensure seamless connectivity and maximize investment efficiency in accordance with local planning.

In addition, VEC also requested Dong Nai province to determine the progress of investment in infrastructure items connecting to Road 319 in Long Thanh commune, Dong Nai province. At the same time, a commitment was made regarding the progress of compensation, land clearance, resettlement, relocation of technical infrastructure, etc. (in case any issues arise) when the interchange is fully completed.

Based on local commitments, the construction progress on the Ho Chi Minh City - Long Thanh Expressway Expansion Project, and the project's funding availability, VEC will work with local management units to develop and evaluate a specific investment plan. They will carry out the necessary procedures to adjust the investment project within their authority as a basis for construction implementation if the investment plan is feasible and effective.

VEC will also instruct the Southern Expressway Project Management Board (VEC's representative on-site) to urgently work and coordinate closely with the advisory agencies of Dong Nai province to research and prepare the relevant investment procedures in accordance with regulations.
