Citizens are given attentive guidance from the moment they arrive to obtain a queue number, fill out information, and complete their applications. The procedures are clearly and publicly displayed, making it easy for citizens to follow and comply.
Ms. Le Thi Anh Thu, a resident of Dong Phu ward, said: She came to the ward's Public Administrative Service Center to handle documents related to land changes. Usually, it's very crowded on weekday mornings; however, because she had previously submitted her application online, she only came today to supplement the documents and wait for her tax obligations to be completed before receiving the results. With the enthusiastic, meticulous, and efficient support of the staff, she was able to quickly complete her task.
Like Ms. Thu, Mr. Vo Cong Hoang also came to the Dong Phu Ward Public Administrative Service Center to register the procedures for transferring land use rights for the plots of land his family had recently purchased. Mr. Hoang shared: "Upon arrival, I was guided by the staff to get a number and received a lot of support. I found the staff here very enthusiastic, and the instruction boards were very clear. I hope that in the future, the authorities can streamline procedures even further so that applications can be processed as quickly as possible for the people."
Promoting online application submission is considered one of the new and outstanding features in the operation of the local urban government model. Many administrative procedures have been integrated into the public service portal, allowing citizens to complete them remotely, minimizing travel time and limiting direct contact. This is particularly suitable in the context of increasing demand for procedural processing, requiring a more flexible and efficient system.

Not only serving residents in the area, the Dong Phu Ward Public Administrative Service Center also attracts many people from neighboring areas to complete procedures. Mr. Nguyen Van Nhat Duat, residing in Binh Phuoc Ward ( Dong Nai City), said he was processing land registration documents and following the number-taking procedure. “I find the process quite clear; I just take a number and wait for my turn. However, I hope that in the future, procedures will be further streamlined, especially by reducing paper documents and increasing the use of electronic data so that people don't have to prepare many different types of documents,” Mr. Duat shared.
According to observations, the center's facilities are relatively well-invested, from the document reception area and waiting area to the system of equipment supporting work processing. The staff and civil servants work with a serious and professional spirit, contributing to creating a friendly and modern administrative environment.
Notably, administrative procedures here have been standardized according to Level 4 online public service standards – the highest level currently available, allowing citizens to submit applications, make payments, and receive results entirely online for many procedures. This is considered a significant step in the administrative reform process, aiming towards building a digital government.
The transition from a rural to an urban administrative model in Dong Phu ward is not simply a change in name or organizational structure, but a profound shift in management and service thinking. From primarily handling tasks using traditional methods, the administrative apparatus must now adapt to new requirements: faster, more transparent, and people-centered.

In the initial phase of operation, the workload was considerable as the ward had to both handle the backlog of applications and meet the emerging needs of citizens and businesses. However, with proactive preparation, Dong Phu ward gradually overcame difficulties and ensured uninterrupted operations.
Mr. Pham Tan, Deputy Director of the Public Administrative Service Center of Dong Phu Ward, said: The Center has directed its staff to review all documents related to administrative procedures; and at the same time, update and adjust forms according to the new regulations. The procedures are implemented on the public service portal, making the reception and processing more convenient and reducing the time for citizens.
According to Mr. Tan, in the coming time, the unit will continue to promote the application of information technology, improve the quality of its staff, and strengthen communication to familiarize people with online public services. This is a key factor for the urban government model to be truly effective.
It is evident that, right from the initial days of operation, the urban governance model in Dong Phu ward has shown positive signs. The administrative apparatus operates stably, and the procedures for handling matters are becoming increasingly transparent and convenient.
Although there are still issues that need further improvement, especially data synchronization and changes in people's service usage habits, the initial results are an important basis for strengthening confidence in the administrative reform process at the local level.
