Officially issued guidelines for extra teaching and learning in Ho Chi Minh City

(NLĐO) - Ho Chi Minh City is determined to prevent illegal tutoring and extra classes both inside and outside schools.

On February 17th, the Director of the Ho Chi Minh City Department of Education and Training, Nguyen Van Hieu, signed a document issuing guidelines for implementing Circular 29/2024 of the Ministry of Education and Training, which regulates supplementary teaching and learning in Ho Chi Minh City.

In a document sent to the heads of the Education and Training Departments of districts, counties, and Thu Duc City, the principals of high schools, multi-level schools, continuing education centers, and vocational education centers, the leaders of the Ho Chi Minh City Department of Education and Training requested the leaders of these units to urgently implement the following specific contents:

- Organize the implementation, dissemination, and promotion of Circular No. 29/2024 of the Ministry of Education and Training on supplementary teaching and learning to officials, civil servants, teachers, staff, students, and parents. Ensure that all officials and teachers in the city's education sector strictly adhere to the regulations on supplementary teaching and learning; develop plans for inspection and review; and resolutely prevent any unauthorized supplementary teaching and learning from occurring inside or outside schools.

- Continue to implement synchronized solutions to ensure the quality of the 2018 General Education Program. Regular and periodic tests and assessments must be consistent with the 2018 General Education Program and should not create pressure for students to attend extra classes.

Ho Chi Minh City requires all units not to relax the organization of review and tutoring for students whose academic results are below par; and to organize intensive exam preparation for final-year students.

- Absolutely do not relax the organization of review and tutoring for students whose academic results are below the required level; organize intensive review sessions for final-year students for entrance exams and graduation exams according to the school's educational plan; consider this as the responsibility of schools to help students meet the required learning outcomes for each subject and grade level as stipulated in the 2018 General Education Program.

- Timely identify, address, and propose appropriate solutions to difficulties and obstacles encountered during the implementation of Circular No. 29.

Absolutely no extra tutoring at the primary school level.

For the Department of Education and Training of Thu Duc City and districts: In addition to the above contents, strictly implement the directives of the Chairman of the People's Committee of Thu Duc City and districts regarding the guidance and inspection of extracurricular tutoring activities in the area. Focus on thoroughly explaining to primary schools the absolute prohibition of organizing extracurricular tutoring for primary school students as stipulated in Clause 1, Article 4, Circular No. 29; direct unit heads to adjust and develop plans for implementing the 2-session/day program in accordance with the requirements of the 2018 General Education Program; strengthen and supplement club activities, talent development activities (art, sports , etc.), and life skills training, ensuring suitability to local characteristics and parents' drop-off and pick-up times. Take appropriate measures within their authority or report to the competent authority regarding cases of violations of regulations on extracurricular tutoring in the area.
