Ca Mau and Ninh Binh signed a comprehensive, stable and sustainable cooperation agreement.

In a series of activities to celebrate the 85th anniversary of the Hon Khoai Uprising and the 65th anniversary of the twinning between the two localities of Ca Mau and Ninh Binh, the People's Committee of Ca Mau province held a groundbreaking ceremony for the project to build and upgrade Song Doc Primary School 5 (Song Doc commune). The project has a special significance, both serving to improve the quality of education in coastal areas and continuing to affirm the loyal and steadfast affection between the two provinces for more than half a century.

According to the Plan to celebrate the 85th anniversary of Hon Khoai Uprising (December 13, 1940 - December 13, 2025) and towards the 65th anniversary of Ca Mau - Ninh Binh twinning (1960 - 2025), the Song Doc 5 Primary School project was implemented with the support of the Party Committee, government and people of Ninh Binh province. The project aims to standardize facilities, meet the requirements of teaching 2 sessions/day, organizing boarding and striving to meet national standards.

Speaking at the ceremony, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Ninh Binh Provincial People's Committee Tran Song Tung emphasized that 2025 is a special milestone when the two provinces celebrate 65 years of twinning, the support for the construction of Song Doc Primary School 5 not only has material significance but also symbolizes the responsibility and deep affection between the two provinces; at the same time, he committed to closely coordinate with Ca Mau to ensure the progress and quality of the project. Permanent Vice Chairman of Ninh Binh Provincial People's Committee Tran Song Tung shared: "For more than half a century, the friendship between Ca Mau and Ninh Binh has always been maintained by sharing, caring and the spirit of solidarity between the two lands thousands of kilometers apart".

With the support of Ninh Binh province, students in Song Doc will have a more spacious school.

Vice Chairman of the People's Committee of Ca Mau province Le Van Su respectfully acknowledged the great affection and affection of Ninh Binh province for Ca Mau over the past 65 years. At the same time, he said that Ca Mau province currently has 86.05% of schools meeting national standards and is focusing on implementing the project of teaching 2 sessions/day, improving facilities in accordance with the spirit of Resolution 71-NQ/TW of the Politburo .

On this occasion, Ninh Binh province supported 20 billion VND for Ca Mau province to build and upgrade Song Doc Primary School 5 (total investment of about 50 billion VND) and awarded 30 scholarships to students who overcame difficulties and studied well.

In the series of events, the People's Committee of Ca Mau province organized a signing ceremony of the Socio-Economic Development Cooperation Program for the period 2025 - 2030 with Ninh Binh province. The event opened a new step of development, continuing to deepen the relationship of more than 65 years.

At the ceremony, the two sides reviewed the results of cooperation in the 2022-2025 period, with many positive results in the fields of: Investment - trade, culture, education, literature - arts, tourism, social security and agriculture.

Representatives of the two provinces signed the Cooperation Program for the period 2025 - 2030.

Based on the agreement at the Conference on September 10, 2025 and Notice 218-TB/TU of the Standing Committee of Ninh Binh Provincial Party Committee, the two localities officially signed the Cooperation Program for the period 2025 - 2030, aiming at comprehensive, stable, sustainable cooperation, effectively exploiting mutual complementary potential; at the same time, strengthening the solidarity between the Party Committees, authorities and people of the two provinces.

The new phase of cooperation program focuses on major content groups including: Economic and trade cooperation; building a specialized investment cooperation page for Ninh Binh - Ca Mau; organizing OCOP product exhibitions, trade connections, annual rotating supply and demand conferences; supporting businesses in accessing markets and consuming typical products. Developing organic and circular agricultural models, digital transformation in agriculture; testing new varieties that adapt to climate change; sharing experiences in managing the marine environment, mangrove forests and ocean plastic waste.

Building a common cultural and architectural symbol; compiling and staging art programs, Cheo, Cai Luong, Xam, Chau Van; organizing heritage exhibitions, cultural and tourism weeks, linking tours and routes; organizing the Ca Mau - Ninh Binh Science and Innovation Forum; training on measurement, branding, improving productivity and quality; cooperating in technology transfer, supporting creative startups.

Cooperation in training medical human resources, remote consultation, high-tech development; exchange of lecturers and students between Hoa Lu University and Bac Lieu University; coordination in job placement, organization of inter-regional job fairs.

At the signing ceremony, the leaders of Ca Mau and Ninh Binh provinces affirmed that the traditional relationship of more than six decades has become an important resource to promote the cooperation between the two localities to go deeper and deeper, contributing to connecting strengths, promoting potentials, and complementing each other for the common development goal. The signing of the new phase of the Cooperation Program creates a framework for implementing specific, practical, effective and sustainable contents.
