From today, the leave regime of officers, professional soldiers, workers and defense officials will be implemented according to the provisions of Circular No. 56/2025/TT-BQP newly issued by the Minister of National Defense .
This Circular stipulates leave regimes, authority to resolve, register, manage, and suspend leave regimes for officers, professional soldiers on active duty, defense workers, and defense officials in agencies, units, and organizations under the Ministry of National Defense .
The subjects of application of this Circular are officers, professional soldiers on active duty (hereinafter referred to as soldiers); defense workers, defense officials (hereinafter referred to as defense workers and officials); relevant agencies, units, organizations and individuals.
Leave regimes for soldiers, workers and defense officials
According to the provisions of Clause 1, Article 2 of Circular No. 56/2025/TT-BQP, soldiers, workers and defense officials are entitled to the following leave regimes: Daily leave outside working hours; weekly leave; annual leave; special leave; holiday and Tet leave; convalescence leave; retirement preparation leave.
In addition to the above-mentioned leave regimes, soldiers, workers and defense officials are entitled to leave due to sickness, maternity, work-related accidents and occupational diseases in accordance with the provisions of the law on social insurance and occupational safety and hygiene.
When taking leave as prescribed, soldiers, workers and defense officials are allowed to leave the barracks; they are entitled to receive salary and allowances (if any) according to current regulations.
For soldiers, workers and defense officials on annual leave or special leave, travel time is not counted in the number of days of leave.
In cases where, due to mission requirements, soldiers, workers and defense officials are not arranged for annual leave, payment for days not taken off shall be made in accordance with the provisions of Clause 7, Article 1 of the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army in 2024 and Clause 1, Article 38 of the Law on Professional Soldiers, Workers and Defense Officials in 2015.

Annual leave and special leave
Military personnel, workers and defense officials are entitled to annual leave, the leave time corresponding to the number of years of service (service time is calculated by the total time that military personnel, workers and defense officials have participated in compulsory social insurance (excluding the time of receiving one-time social insurance) - stipulated in Clause 6, Article 3 of this Circular, as follows:

In addition, soldiers, workers and defense officials stationed in units far from the place of registered leave (place of residence of wife or husband; biological children, legally adopted children; father, mother, legal guardian of themselves, their wife or husband), when taking annual leave, are entitled to additional leave:
10 more days off | - The military unit is stationed 500km or more away from the place of leave registration; |
- Stationed in areas with especially difficult socio -economic conditions; remote areas, border areas 300km or more away from the place of leave registration; | |
- Stationed on islands in the Truong Sa archipelago and DK platform. | |
5 more days off | - The military unit is stationed from 300km to less than 500km from the place of leave registration; |
- Stationed in remote areas, border areas from 200km to less than 300km from the place of leave registration; | |
- Stationed on the islands receive regional allowances. |
- Every year, agencies and units from the regimental level and above are responsible for planning leave for soldiers, workers and defense officials; based on the nature and requirements of the unit's tasks, determine the appropriate leave rate, ensuring combat readiness and completion of assigned tasks. Academies and schools arrange leave for soldiers, workers and defense officials mainly during the summer vacation.
Regarding special leave, Article 7 of Circular No. 56/2025/TT-BQP stipulates: In addition to annual leave, soldiers, workers and defense officials are entitled to special leave, each time not exceeding 10 days, if in one of the following cases:
- Marriage of the person himself or his biological or legally adopted child.
- The family encounters sudden difficulties due to the wife or husband; biological children, legally adopted children; father, mother, legal guardian of the self, wife or husband being seriously ill, having an accident, being sacrificed, passing away or suffering serious property damage due to natural disasters , fires, or dangerous epidemics.
