
EVN Group requires its units to prepare sufficient personnel, equipment, and materials to handle incidents promptly.
Vietnam Electricity Group (EVN) has just issued an urgent dispatch to its entire system, requiring all units from power generation, transmission, and distribution to related units to activate the response plan for Typhoon RAGASA with the spirit of "proactive from early on, ready on the spot".
An urgent dispatch was sent to hydropower companies (Son La, Hoa Binh, Tuyen Quang, Huoi Quang - Ban Chat, Ialy, Se San), Thai Binh Thermal Power Company; Project Management Boards 1, 2, and 3; Power Generation Corporations 1, 2, and 3; National Power Transmission Corporation; Northern, Central, and Hanoi Power Corporations; along with EVNICT and the Power Communication and Information Center, requesting an immediate review of critical points, 24/7 duty shifts, avoiding complacency, and simultaneously updating all directive documents on the SMIS software for synchronized operation.
EVN emphasized the "four on-site" principle to minimize damage and shorten power restoration time. The corporation requested its units to fully prepare personnel, equipment, and materials to handle incidents promptly; ensuring smooth communication for the command and control forces with the highest priority, safety, and speed.
In the power grid sector, corporations and transmission companies must urgently strengthen the power system, address existing problems, and reinforce weak points; for substations at risk of flooding, appropriate operational personnel and prevention plans must be arranged. Landslide and deep flooding warnings must be raised for routes through steep mountainous areas, along rivers and streams, especially in areas with a history of landslides. In the event of power outages due to natural disasters, the principle is to restore power quickly but absolutely safely, prioritizing the restoration of critical loads and disaster prevention and control infrastructure; power should not be restored until the site safety conditions have been inspected and verified.
For hydropower plants, EVN requires enhanced monitoring and collection of meteorological and hydrological data; proactively advising on and managing flood releases from multiple reservoirs/single reservoirs according to procedures, and participating in flood mitigation/reduction/slowing to ensure the safety of the structures and downstream areas. Operating personnel must be on standby, ready to handle emergency flood releases, prioritizing the protection of vulnerable areas of hydropower dams and downstream regions.
For thermal power plants, the main requirement is to inspect the roofing, surface drainage, fuel storage, and ash disposal sites to ensure safe operation and minimize environmental impact; and to prepare fuel reserves in case some localities issue sea closures, affecting the supply chain. At power project construction sites, the Project Management Board must inspect the site, ensure absolute safety of personnel and equipment, proactively stockpile food and medicine, clear drainage, cover vulnerable areas, and immediately rectify any technical or quality issues detected.
EVN requires affected units to update data to SMIS at 7:00 AM, 1:00 PM, and 7:00 PM daily; in case of major incidents or damage, they must report quickly to the Group's Disaster Prevention and Search and Rescue Command Board. Simultaneously, a comprehensive report on preparedness should be sent to pctt@evn.com.vn no later than September 24th, focusing on reinforcing the grid and vulnerable areas; preparing backup diesel fuel; trimming trees in the grid corridor; organizing on-call duty for the Command Board, emergency response teams, and unmanned substations; flood response scenarios; and inspection and guidance teams.
EVN's affiliated units are activating response plans for Typhoon No. 9 with the highest priority being human safety, protecting infrastructure and equipment, maintaining power supply to critical loads, and being ready to quickly mitigate and minimize the impact of Typhoon Ragasa on the power system and people's lives.
