Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo is a groundbreaking strategy on international integration and a crucial pillar for national development.

The resolution marks a significant development in the Party's thinking on foreign policy and international integration; it creates a legal basis for Vietnam to adapt to a volatile global context, and to build new momentum and strength for sustainable development.

Proactive and comprehensive

Over the past 40 years of reform, Vietnam's international integration process has achieved significant results. From a backward economy, Vietnam has become one of the world's 32 largest economies, with its economic size increasing nearly 100 times since 1986, and per capita income rising from under $100 to nearly $5,000. Vietnam has trade relations with 230 countries and a network of 20 free trade agreements (FTAs), with 17 in effect. Vietnam has established diplomatic relations with 194 countries and comprehensive partnerships or higher with 42 countries.

In the current period, amidst global uncertainties, Vietnam is becoming an increasingly attractive destination thanks to its political stability, improved investment environment, and extensive network of Free Trade Agreements (FTAs). Furthermore, its commitment to sustainable national development, green economy, digital economy, e-commerce, and renewable energy has enhanced the country's image and created opportunities to attract investment.

Resolution No. 59-NQ/TW was issued with groundbreaking new points, setting forth the requirement for "proactive, comprehensive, effective, and substantive integration" not only to expand trade but also to upgrade endogenous capacity and develop an independent and self-reliant economy. Vietnam can become a regional production and transit hub, leveraging FTAs ​​and initiatives such as the North-South transport corridor, linking the Indian Ocean and the Middle East. Vietnam will shape its proactive role in the global value chain, not only as a "factory" but also as an innovative nation; participating in establishing standards for the digital economy, green finance, and sustainable supply chains, contributing to shaping a new regional economic order.

Creating momentum for effective integration

To implement Resolution No. 59, the 15th National Assembly passed Resolution No. 250/2025/QH15 on December 10, 2025, on specific mechanisms and policies to enhance the effectiveness of international integration. Resolution No. 250 stipulates special policies on finance, human resources, and infrastructure to create breakthroughs in integration efforts, including the institutionalization of special envoys and the flexibility of diplomatic procedures.

The government has also issued Resolution No. 153/NQ-CP, dated May 31, 2025, on the Government's Action Program to implement Resolution No. 59-NQ/TW.

In Dak Lak province, the Provincial People's Committee issued Plan No. 0137/KH-UBND, dated November 28, 2025, to implement Resolution No. 153/NQ-CP and Program No. 02-CTr/TU dated September 19, 2025, of the Provincial Party Committee on the implementation of Resolution No. 59.

In the spirit of "actions speak louder than words," in the first quarter of 2026, Dak Lak province continued to strengthen cooperative relations with localities in Laos and Cambodia through delegation exchanges and maintained relations with diplomatic agencies. The Provincial People's Committee is currently promoting the signing of new cooperation agreements with Champasak province (Laos) and Mondulkiri province (Cambodia); and is in discussions with Savannakhet province (Laos) to establish official relations between the two provinces.

Activities promoting foreign economic relations, connecting businesses, attracting investment, and soliciting and receiving foreign aid continued to be intensified. International integration in the fields of culture and tourism was strengthened, contributing to promoting national cultural identity, publicizing the image of localities, and boosting socio-economic development. International integration in the fields of agriculture and environment was actively implemented through welcoming and working with foreign organizations and experts such as: CARE - USA, SNV - Netherlands, GRET - France, KOICA and PMC - South Korea, Tsukuba University/Japan…

According to the assessment of the Provincial People's Committee, with a proactive and decisive spirit in direction and management, and close coordination among all levels and sectors, the province's international integration efforts in recent times have achieved many positive results; relations with localities in other countries have been strengthened; integration in various fields has expanded and achieved favorable results; and national defense and border security have been maintained.
