Lap Thach Irrigation Company Limited currently has 120 staff members, responsible for managing, operating, and protecting the irrigation system, which includes 72 reservoirs, dams, and sluice gates; among them are 3 large reservoirs with capacities ranging from 2.7 million m3 to 8.2 million m3: Van Truc Reservoir, Bo Lac Reservoir, and Suoi Sai Reservoir. In addition, the company manages 51 fixed electric pumping stations for irrigation and drainage; 55 mobile electric and diesel pumping stations; over 150 km of irrigation canals and 136 km of drainage canals, serving agricultural production, aquaculture, and other economic sectors for the people in 10 communes in the province.
The area served by Lap Thach Irrigation Company Limited is mainly the midland and mountainous region, with many hills and slopes. Heavy rains easily cause flash floods, inundation, landslides, and sedimentation of irrigation structures, posing a potential risk to dam safety and affecting people's lives and property. Among the large, medium, and small reservoirs in the former Lap Thach district, many directly affect downstream areas if an incident occurs, such as Van Truc reservoir (Van Truc village, Lap Thach commune); Dong Cheo reservoir (Doc Lap village); Ba Dam reservoir (Cau Giat village); Ngoc Hoa reservoir (Nghe Oan village); Dong Dac reservoir (Van Trung village); Ly Dang reservoir (Chuoi Trong village, Hop Ly commune); Dong Khoam reservoir (Yen Thich village, Thai Hoa commune)...

The Dong Quan water dam in Hai Luu commune, recently completed and put into operation in 2025, is responsible for irrigating over 100 hectares of crops and draining water for over 3,200 hectares in the area.
To ensure effective flood and storm prevention and control during the rainy season, the company developed a plan and strategy for flood and storm prevention and control for all irrigation works under its management starting in early 2026. In April 2026, the company issued a decision to establish a Civil Defense and Flood and Storm Prevention and Control Command Board; implemented the unit's flood and storm prevention plan; coordinated with the economic departments of the communes to prepare local forces and equipment; and established mobile teams ready to respond to any situations that may arise during floods.
The company also directed its affiliated enterprises and units to coordinate with the Civil Defense and Disaster Prevention and Search and Rescue Command Boards of communes where key projects are located, areas at risk of insecurity, and low-lying areas prone to flooding, in order to proactively prepare forces, materials, and equipment for rescue operations in case of adverse situations.
Currently, the company has set up warehouses to stockpile materials, equipment, and rescue supplies including over 2,000 sandbags, 230 m³ of rubble, 150 steel gabions, 6,000 m² of wave-breaking tarpaulin, and 300 bamboo poles... These materials are distributed at Van Truc, Bo Lac, and Suoi Sai lakes and the company's materials warehouse, including sandbags, lifebuoys, hundreds of steel gabions, dozens of wheelbarrows, hoes, shovels, raincoats, flashlights, 4 generators with capacities ranging from 1kW to 15kW/machine, along with fuel, protective clothing for the on-duty personnel and technical workers.
In addition, the company advises and coordinates with the Civil Defense and Flood Control and Search and Rescue Command Boards of communes at high risk of flooding to establish rapid response teams of 300-400 people per commune; prepares 500-1,000 sandbags, 300 bamboo poles, bamboo stakes, and bamboo fences to be ready to respond to dam and reservoir emergencies when ordered. The company regularly sends technical staff to inspect dams and irrigation works in the area to promptly detect leaks in the dam body and termite infestations for remediation; reviews water intake gates under the dams, maintains regulating sluice gates; and reinforces weak and degraded canal sections at risk of landslides during heavy rains.
At the same time, assign a department to regularly update information on weather, water levels, and flood risks to proactively regulate and maintain water levels in reservoirs, ensuring the safety of the structures.
With the motto "Proactive prevention, timely response, and rapid recovery" and effectively implementing the "4 on-the-spot" principles including on-the-spot command, on-the-spot forces, on-the-spot materials, and on-the-spot logistics, Lap Thach Irrigation Company Limited has developed specific disaster prevention and rescue plans for each reservoir, dam, and irrigation project, especially large reservoirs such as Van Truc, Bo Lac, and Suoi Sai.
The company directs its enterprises to regularly inspect the canal system and address landslides; mobilize 100% of the workforce to be on-site when heavy rains cause flooding; assign personnel to be on duty 24/7 at critical reservoirs, dams, and units/enterprises; and update daily weather developments to proactively prepare for and respond to heavy rains and floods.
At the same time, technical staff will be deployed to low-lying communes to review and inspect infrastructure, develop plans for handling incidents, and contribute to minimizing damage to people and property during the rainy and stormy season.
