The ceremony was attended by Politburo members: Nguyen Hoa Binh , Permanent Deputy Prime Minister; Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security. Party Central Committee members who were leaders of the Ministry of National Defense, the Ministry of Public Security and a number of central departments, ministries and branches also attended.
At the ceremony, authorized by the President, Deputy Head of the Office of the President Pham Thanh Ha announced the President's Decision to promote from Senior Lieutenant General to Senior General the Party Central Committee Secretary, Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet; to promote from Lieutenant General to Senior Lieutenant General the Party Central Committee members, Central Military Commission members: Nguyen Hong Thai, Deputy Minister of National Defense; Nguyen Van Hien, Deputy Minister of National Defense; Nguyen Truong Thang, Deputy Minister of National Defense; Nguyen Quang Ngoc, Deputy Chief of the General Staff of the Vietnam People's Army; to promote from Lieutenant General to Senior Lieutenant General the following comrades: Pham The Tung, Member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security ; Nguyen Ngoc Lam, Member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security.

Presenting the decision and speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong warmly congratulated the 7 comrades on being promoted to the rank of General and Senior Lieutenant General; affirming that this is the recognition and high appreciation of the Party, State and People for the dedication and contributions of the comrades to the cause of building and defending the Fatherland.
The President emphasized that the comrades promoted to military ranks and titles today are all excellent cadres of the Party, the State, and the People's Armed Forces; all have received basic, systematic training, and have matured from their units and bases; have been trained and tested through many positions, fields, and working environments; and in any circumstances, they have always demonstrated themselves to be cadres with steadfast political will; pure revolutionary ethics; exemplary, dedicated, and responsible in the cause of building and defending the Fatherland, maintaining political security, and social order and safety.

The President presented the Decision to promote the rank of Senior Lieutenant General to comrades Nguyen Hong Thai; Nguyen Van Hien; Nguyen Truong Thang; and Nguyen Quang Ngoc.
The President asked comrades to continue to promote the glorious tradition of the heroic People's Army and People's Public Security; preserve revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the People; unite and be closely attached to cadres, soldiers and the People; continue to study, cultivate and practice according to the six contents that beloved Uncle Ho taught about the ethics of being a general: "A general must be wise - brave - humane - trustworthy - honest - loyal" to always be worthy of being a talented and exemplary leader and commander, striving to overcome difficulties and challenges, and excellently completing all tasks entrusted by the Party, the State and the People.
The President requested that the newly promoted comrades, together with the Central Military Commission, the Ministry of National Defense, the Central Public Security Party Committee, and the leadership of the Ministry of Public Security, focus on building a truly strong, revolutionary, disciplined, elite, and modern People's Army and People's Public Security; always be a political force and an absolutely loyal and trustworthy fighting force of the Party, State, and People; firmly protect the Socialist Republic of Vietnam in all situations; maintain political security, social order and safety; and a peaceful and stable environment for national construction and development.
On behalf of the comrades promoted to military ranks and titles, General Trinh Van Quyet expressed his honor to receive the decision to promote to military ranks and titles on behalf of the Party and State leaders.

The President presented the Decision to promote the rank of Senior Lieutenant General to the Deputy Ministers of Public Security.
General Trinh Van Quyet emphasized that he always thoroughly grasped the President's direction; was absolutely loyal to the Party, the Fatherland and the People, wholeheartedly served the Fatherland and the People; constantly strived, cultivated, trained and preserved revolutionary moral qualities; actively studied and followed the teachings of President Ho Chi Minh; and was ready to receive and complete all tasks assigned by the Party, the State and the People.
Along with that, we will continue to work with the Central Military Commission, the leaders of the Ministry of National Defense, the Central Public Security Party Committee, and the leaders of the Ministry of Public Security to actively research and proactively advise the Party, the State, and the Government to direct the good implementation of military and defense tasks; maintain the absolute and direct leadership of the Party in all aspects over the Army and Public Security; proactively and closely coordinate with the People's Public Security force, ministries, branches, localities, and socio-political organizations to successfully carry out the task of building and firmly protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland; protect the Party, the State, the socialist regime, and the people.
