The conference was attended by leaders of ministries, branches and 6 provinces and cities in the Mekong Delta, Ho Chi Minh City and Dong Nai .
Two-level local government in Ho Chi Minh City: Fast and effective
Reporting at the conference, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the implementation of a two-level local government in Ho Chi Minh City is called "the speed of speed".
"HCMC has taken drastic action, seriously implemented, correctly and fully implemented, and promptly implemented the Central Government's direction on two-level local government. Up to now, the city has completed the arrangement and 168 communes, wards, special zones and 15 departments and branches have operated relatively stably since July 1" - Chairman of the HCMC People's Committee said.
In addition, the software suite for managing records, handling administrative procedures online, and portal 1022 is currently operating smoothly, highly appreciated by the people, and so far there have been no major complaints.
Only the commune-level apparatus is still confused in implementing the procedures delegated by the departments and branches. To overcome this, the city leaders directed the departments and branches to send people directly to guide and it has been operating relatively well.
38 centers in Ho Chi Minh City: Solutions to overcome administrative boundary-free procedures
The Chairman of the Ho Chi Minh City People's Committee said that the current problem is how to resolve administrative procedures without boundaries, so that businesses and people can submit documents anywhere.
To solve this problem, Ho Chi Minh City has directed that 38 public administrative service centers inherit the headquarters of 38 former districts (belonging to Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau), the city will invest "everything" such as: equipment, facilities, and software.
At the same time, notify households, individuals or organizations to come to these 38 areas or to the city to process the application as required.
Mr. Nguyen Van Duoc said that if all 168 communes, wards and special zones are implemented, a huge amount of funding will be needed and it will not necessarily be effective, because there will be communes and wards with almost no records, which would be a waste.
"HCMC will re-recruit 5 specialized staff who are familiar with the work to add to these 38 centers, receive documents from businesses to handle documents and procedures without administrative boundaries. At the end of 2025, a preliminary and final review will be conducted to see if it is necessary to expand to 168 communes, wards, and special zones, or if these 38 centers are enough" - the Chairman of the HCMC People's Committee emphasized.
