In the 2025-2026 school year, teachers and schools will continue to use the current curriculum and textbooks; at the same time, proactively adjust teaching materials, lessons, and topics to suit local realities and the two-level government organization model.

The Ministry of Education and Training (MOET) will issue specific instructions and guidance to ensure that the implementation is continuous, uninterrupted and close to reality.

Since July 1, after the arrangement of provincial administrative boundaries and the implementation of a two-tier local government, many materials in textbooks are no longer relevant to reality and need to be changed. For example, the History and Geography textbook for grade 5, a set of books connecting knowledge with life, in the first lesson, in the content of territory and administrative units, still displays the content "Vietnam has 63 provinces and centrally-run cities". After the merger, this content is no longer relevant to reality, but the printed textbooks cannot be updated immediately.

At this time, when the new school year 2025 - 2026 is approaching, schools and teachers all share the same wish that the Ministry of Education and Training as well as publishers (NXB) will make adjustments during the summer break, so that when entering the new school year, students and teachers will study according to books that have been adjusted to suit the actual situation.

Associate Professor, Dr. Nguyen Van Tung - Deputy Editor-in-Chief of Vietnam Education Publishing House said that the unit has directed specialized departments to review textbook content related to changes in administrative boundaries, including: knowledge, data, place names, maps, charts, socio -economic information, etc. The review results have been reported to the Ministry of Education and Training for comments and direction on adjustments. After the Ministry of Education and Training issues the updated program content, Vietnam Education Publishing House will edit the textbooks and submit them to the Ministry for appraisal according to the correct procedure. The revision of textbooks is carried out according to the principle of closely following the requirements, updating necessary content, but minimizing changes to issued content, ensuring the stability of current textbooks. At the same time, the methods and knowledge content in textbooks will also continue to be adjusted according to the orientation of developing learners' capacity and qualities. Because the new school year is approaching and the textbooks are almost finished printing, the update cannot be done in 2025.

Mr. Tung also added that in the 2025-2026 school year, under the direction of the Ministry of Education and Training, schools will continue to use current textbooks. Schools will proactively update and adjust lesson content to suit local realities and two-level authorities to organize teaching and learning.

At the same time, according to the representative of Vietnam Education Publishing and Equipment Investment Joint Stock Company (VEPIC), immediately after receiving the directive document from the Ministry of Education and Training, the unit mobilized the Chief Editors, Editors, authors of the Canh Dieu textbook series, along with a team of editors and artists to review the names of textbooks that need to be revised, and make a list of points that need to be adjusted. With the requirements for content on knowledge, data, place names or administrative changes being important, VEPIC will focus on checking the accuracy of knowledge, the appropriateness of language and images, ensuring that the textbooks will be easy to understand and pedagogical, and submit them to the Ministry of Education and Training according to the correct process.

Previously, the 2024-2025 school year was the year the 2018 General Education Program was organized to complete a cycle from grade 1 to grade 12 according to the roadmap. In the context of the whole country implementing the arrangement of provincial-level administrative units, the Ministry of Education and Training has identified a number of subjects directly affected by the change of administrative boundaries, including: History and Geography for grades 4, 5, and 9; Geography for grade 12; History and Economic and Legal Education for grade 10. According to the guidance of the Ministry of Education and Training, these subjects will take steps according to regulations to edit the subject program as a basis for editing textbooks, such as updating requirements to be achieved, knowledge content, place names, data, maps, charts, and socio-economic information, etc.

Currently, there are 3 sets of textbooks belonging to 3 units: Vietnam Education Publishing House, Hanoi Pedagogical University Publishing House, Ho Chi Minh City Pedagogical University Publishing House being deployed for teaching in schools from grade 1 to grade 12.
