Successfully organized district and commune-level congresses.

The Vietnam Fatherland Front Committee of Quang Nam province recently successfully held its 13th Conference (10th term) with many agenda items, including a report on the results of organizing the Fatherland Front Congresses at the commune and district levels; and the presentation of the agenda for the 11th Congress of the Vietnam Fatherland Front of Quang Nam province (2024-2029 term).

According to the report of the Standing Committee of the Vietnam Fatherland Front Committee of Quang Nam province, the Fatherland Front Congresses at the district and commune levels in Quang Nam province for the 2024-2029 term were held smoothly and successfully thanks to the focused leadership and guidance of Party committees at all levels; the coordination and favorable conditions created by the government; and the thorough and meticulous preparation of the congress documents and personnel plans.

According to the report, the Fatherland Front at all levels launched emulation campaigns to organize activities and completed 392 projects and tasks to celebrate the Congress of Delegates of the Vietnam Fatherland Front at all levels for the 2024-2029 term, with a total budget of over 84 billion VND.

Specifically, at the provincial level, projects include planting trees as part of the "Green Garden - Beautiful House - Beautiful Alley" model in Linh Cang village (Binh Phu commune, Thang Binh district) and eliminating temporary and dilapidated houses throughout the province; at the district level, 50 tasks and projects are implemented; and at the commune level, 340 tasks and projects are carried out.

By April 30th, 239 out of 241 communes, wards, and towns in the province had completed their commune-level congresses; Tam Xuan 1 and Tam Hiep communes (Nui Thanh district) postponed their congresses to May 14th to allow key officials to retire as per regulations.

Based on the assessment, the personnel of the Vietnam Fatherland Front Committee at the commune level for the 2024-2029 term ensures a reasonable number and composition, with a total of 7,889 members; the Standing Committee of the Vietnam Fatherland Front Committee at the commune level has a sufficient number of 3 positions.

At the district level, following the successful organization of the pilot congress of the Vietnam Fatherland Front in Dai Loc district on April 10-11, by June 28, all 18 district-level units had completed their Fatherland Front congresses, ensuring the progress was on schedule as prescribed.

The number of members of the Vietnam Fatherland Front Committee at the district level ensures a reasonable composition; the percentage of re-elected members does not exceed 60% of the number of members at the beginning of the 2019-2024 term. The Standing Committee of the Vietnam Fatherland Front Committee at the district level has 3-5 members, including the chairman, 1 vice-chairman, and standing committee members (2-3 people).

The Chairpersons of the Fatherland Front in 18 localities are all members of the Standing Committee of the district-level Party Committee; among them, 10 comrades also hold the position of Head of the District-level Party Committee's Mass Mobilization Department, including: Nong Son, Phuoc Son, Hiep Duc, Dai Loc, Phu Ninh, Nam Tra My, Bac Tra My, Nui Thanh, Dong Giang and Tien Phuoc.

Ready for the provincial-level congress

Reporting on the preparations for the 11th Congress of the Vietnam Fatherland Front of Quang Nam province (2024-2029 term), Mr. Nguyen Phi Hung - Standing Vice Chairman of the Vietnam Fatherland Front Committee of Quang Nam province, said that after presenting the draft documents and personnel proposals to the 12th Conference of the 10th Provincial Committee of the Vietnam Fatherland Front (March 15, 2024), the Standing Committee of the Provincial Committee of the Vietnam Fatherland Front has received and finalized the draft documents and personnel proposals.

At the 13th Conference - the final conference of the Vietnam Fatherland Front Committee of Quang Nam province, 10th term, held on July 9th, after reviewing the draft (3rd version) of the political report, the review report, and the personnel plan, the conference unanimously agreed to assign the Standing Committee of the Vietnam Fatherland Front Committee of Quang Nam province to finalize them for submission to the 11th Congress of the Vietnam Fatherland Front of Quang Nam province (2024-2029 term), expected to be held in mid-August 2024.

Notably, the 13th Conference unanimously approved the draft personnel plan for the Vietnam Fatherland Front Committee of the province for the 11th term (2024-2029), comprising 96 members, an increase of 1 member compared to the draft plan submitted to the 12th Conference (adding 1 member organization, the Association for the Support of Disabled People, Orphans, and Poor Patients). Thus, the personnel of the Vietnam Fatherland Front Committee of the province for the 11th term has increased by 3 members compared to the 10th term.

Following the conference, the Standing Committee of the Vietnam Fatherland Front Committee of the province will continue to coordinate with relevant agencies, organizations, units, and localities to carry out the procedures for reviewing and nominating personnel, ensuring the number and composition of personnel according to the personnel plan. At the same time, they will prepare the content to report and seek opinions from the Provincial Party Standing Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

According to the Standing Committee of the Vietnam Fatherland Front Committee of the province, the preparation of personnel for the Vietnam Fatherland Front Committee of the province for the 2024-2029 term is being carried out to ensure standards and conditions are met, and the nomination process follows the procedures and regulations of the Party, the laws of the State, and the regulations of competent authorities on personnel management; with a reasonable number and composition; emphasizing practicality, representativeness, and representation.

Improve the quality of outstanding individuals representing various classes, strata, ethnic groups, and religions; ensure that the proportion of non-Party members participating in the Vietnam Fatherland Front Committee is "not lower" than in the 2019-2024 term; and that the proportion of re-elected members is "not more than 60%" of the Committee members for the 2019-2024 term.
