Accelerate GRDP growth.
The economic picture for 2025 is becoming increasingly complete, with an estimated GDP growth rate of 8%, according to a report presented by Deputy Minister of Finance Nguyen Duc Chi at a recent meeting of the National Assembly Standing Committee. Within this overall picture, the implementation of "growth-based targets" by localities is also very positive.
"32 out of 34 localities are projected to achieve GRDP growth of 8% or higher in 2025, with 12 out of 34 localities achieving growth of 10% or higher," Deputy Minister Nguyen Duc Chi stated.
According to the Ministry of Finance's report, in the first nine months of 2025, 16 out of 34 localities achieved GRDP growth of 8% or higher; of which 6 localities had growth rates exceeding 10%. Thus, compared to the figures achieved in the first nine months, the results for the whole year are more positive. The number of localities achieving growth rates above 10% has increased from 6 to 12.
Specifically, according to estimates from the Ministry of Finance, the group of localities with GRDP growth rates above 10% this year includes Hai Phong (12.35%); Ninh Binh (10.6%); Hung Yen (10.5% or higher); Bac Ninh (11.5%); Quang Ninh (14%); Phu Tho (10.3%); Da Nang (10.02%); Dien Bien, Hue, Quang Ngai, Can Tho, and Dong Nai all grew by 10%.
Notably, within this group, Hai Phong, Hung Yen, Quang Ninh, Phu Tho, Dien Bien, Da Nang, and Dong Nai are expected to exceed the growth targets set by the Government. For example, Quang Ninh was assigned a growth target of 12.5% by the Government, but is striving to achieve 14%. Meanwhile, Hai Phong was assigned 12.2%, but is expected to grow by 12.35%; Dien Bien was assigned 7.5%, but is expected to reach 10%; Da Nang was assigned 9%, but is likely to achieve 10.02%; Dong Nai was assigned 8.5%, but is likely to grow by 10%...
In addition to the above localities, several other localities have quite positive GRDP growth rates. These include Tay Ninh, projected at 9.12%; Lang Son at 8.41%; Tuyen Quang at 8.61%; Lao Cai at 8.5%; and Ha Tinh at 8.7%...
However, while many localities achieved significant growth in their GRDP for the whole year of 2025, it is projected that some localities will not meet the targets set by the Government. Among those with growth below 8% are Gia Lai (estimated at 7.3-7.5%, while the target is 7.5%) and Dong Thap (estimated at 7.2%, while the target is 8%).
In addition, some other localities may also fail to meet the growth targets set by the Government. For example, Thanh Hoa and Nghe An were assigned a growth target of 9%, but are likely to achieve only 8.36% and 8.22% respectively.
Hanoi also belongs to this group, with projected annual growth of only about 8%, while the assigned target is 8.5%. However, Mr. Tran Sy Thanh, Chairman of the Hanoi People's Committee, said that the city is still striving to achieve a GRDP growth rate of 8-8.5% this year.
Striving to reach the finish line
Forecasts for the GRDP growth rate of localities are very positive. However, to achieve these figures, localities must continue to strive in the race to the finish line. Hanoi and Ho Chi Minh City – the two economic powerhouses – must make even greater efforts, as their GRDP growth plays a leading role in the overall economy. Hanoi's GRDP growth in the first nine months reached 7.92%, while Ho Chi Minh City's reached 7.07% (or 7.69% if excluding oil and gas). The significant gap to the 8.5% growth target forces Ho Chi Minh City to make a strong breakthrough in the final quarter of the year.
During the online meeting between the Government and localities, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc stated that Ho Chi Minh City is determined to "accelerate and break through" to achieve the set goals. "The city will resolutely implement solutions to boost economic growth, remove difficulties for businesses, strive to achieve the highest possible targets in 2025, aim to achieve and exceed 25% of the assigned budget revenue target; accelerate the disbursement of public investment, aiming to reach 100% by the end of the year...", Mr. Nguyen Van Duoc said.
Meanwhile, Quang Ninh considers striving to achieve a 14% growth rate this year as a "special task." Reaching this figure would make Quang Ninh the locality with the highest GRDP growth rate in the country.
At the recent 32nd meeting of the 14th Provincial People's Council, the Quang Ninh Provincial People's Council emphasized the key task of "accelerating and making strong breakthroughs" in the remaining three months of 2025, striving for a 14% annual GRDP growth rate. To achieve this, one of the important solutions is to accelerate the disbursement of public investment capital, striving to reach 100% of the annual plan, and resolutely reallocating capital from slow-moving projects to efficient projects…
Disbursing public investment capital is one of the crucial tasks that localities must accelerate if they want to achieve the highest possible GDP growth target in 2025. As of the end of September 2025, the disbursement of public investment capital had only reached over 50% of the plan assigned by the Prime Minister. Notably, 29 ministries and central agencies and 13 localities still have estimated disbursement rates below the national average. These localities have been criticized and urged to speed up the disbursement process.
The National Assembly's Economic and Financial Committee, while reviewing the Government's report on the socio-economic situation in 2025, while highly appreciating the achievements, especially the projected growth rate of 8% this year, also emphasized that "the growth target is under considerable pressure" given that key drivers such as exports, consumption, and investment have not yet generated sufficient momentum.
According to the National Assembly's Economic and Financial Committee, the scale of public investment in 2025 is very large, but the progress and efficiency of disbursement have not been commensurate, reaching only about 50% of the plan by the end of September 2025, putting significant pressure on the remaining months of the year.
In this context, in order for the economy to accelerate towards its targets, and for localities to achieve the highest possible "growth targets" assigned by the Government, responsibility is being placed on the shoulders of localities, especially the economic powerhouses and key localities.
