Preparing to build a project to rearrange commune-level administrative units

Implement Plan No. 317-KH/TU dated March 28, 2025 of the Provincial Party Standing Committee and proactively deploy the collection of opinions from voters representing households residing in communes directly affected.

The Department of Home Affairs has just issued a document requesting district, town and city Party Committees to coordinate in developing a detailed project to arrange communal-level administrative units to report to the Provincial Party Committee Standing Committee for consideration and comments. Based on the direction of the Provincial Party Committee Standing Committee, the Department of Home Affairs will advise the Provincial People's Committee on the Project to arrange communal-level administrative units in Binh Thuan province, deploy the process of collecting voters' opinions, and complete the project dossier according to regulations.

Due to urgent progress requirements (localities submit to the Government the Project on arranging commune-level administrative units before May 1, 2025); the Department of Home Affairs requests the People's Committees of districts, towns and cities to urgently coordinate to carry out the following tasks: Review and count the number of cadres, civil servants, and non-professional workers at the commune level; finances, assets, and public headquarters of commune-level administrative units in the area to proactively develop plans for arrangement, settlement, and policy regimes for cadres and civil servants in newly established commune and ward administrative units, and include them in the Project on arranging commune-level administrative units in Binh Thuan province.

Establish a list of voters representing households by village or neighborhood; in cases where villages or neighborhoods have self-governing groups, establish a list according to self-governing groups to facilitate the organization of voting ballots. At the same time, organize the posting of the list of voters representing households at the headquarters of the People's Committee at the commune level, cultural houses and community activity houses of villages and neighborhoods from April 10, 2025; open a book to receive complaints and resolve complaints about the list of voters representing households.

Prepare conditions and facilities to organize the collection of voters' opinions on the Project on arranging administrative units at the commune level of the province (the Department of Home Affairs will have specific instructions).
