Working together to upgrade the alley.

After months of construction, Alley 170 on Hoang Quoc Viet Street, An Binh Ward, was completed at the end of June. Residents are delighted that the alley is now paved, elevated, and no longer flooded during rainy weather. This is one of four alleys on Hoang Quoc Viet Street that the people of Area 4, An Binh Ward, have jointly upgraded this year under the "State and People Working Together" model.

Alley 170 on Hoang Quoc Viet Street has been upgraded and looks much nicer.

Mr. Nguyen Van Te, Party Secretary and Head of Area 4, An Binh Ward, said: Alley 170 on Hoang Quoc Viet Street is a large alley with many smaller branches. Construction of the alley began in early 2025 and was completed in June, with a total road surface area of ​​2,733 square meters. The cost was contributed by the people at 638 million VND, and the State invested 3.8 billion VND.

Walking along the 4.5-6 meter wide, paved alley, residents were all delighted. Mr. Nguyen Thanh Phong shared: “Previously, every time it rained, the alley would flood, and some sections had many potholes, making travel very inconvenient. Therefore, when the neighborhood held a meeting to discuss upgrading the alley, everyone supported it and contributed funds as required. After the alley was completed, the neighborhood also mobilized additional funds from philanthropists to install security cameras. Everyone feels safer now!”

Alley 170 has not only been equipped with numerous security cameras, but is also in the process of installing streetlights and public trash cans, replacing the alley signs, etc. The total cost is 117 million VND, raised by Ms. Ho Thi Thanh Bach and several households in the alley through donations from philanthropists.

Three other alleys on Hoang Quoc Viet Street, namely Alley 36, Alley 112, and Alley 234, are also scheduled for upgrading with asphalt or concrete paving in 2025. The total cost for upgrading the four alleys is approximately 12.7 billion VND, implemented through a public-private partnership model. To ensure the successful completion of the project, in addition to the unanimous support of the local people, there was also the active contribution of fundraising and construction supervision teams. Each alley formed a team of 4-6 people, including local officials and representatives from the households. Each person actively campaigned and supervised the project until completion. Any problems or difficulties that arose were discussed and communicated to the households for resolution. Thanks to this, all four projects were completed on schedule.

According to Mr. Nguyen Van Te, the simultaneous upgrading of the alleyways is to synchronize with Hoang Quoc Viet Street, because after this road was upgraded and widened, many alleyways were affected due to being lower than the road surface. Currently, the area is gathering opinions from residents of alley 146 regarding future upgrades, also using the model of joint government and people's efforts.

Area 4, An Binh Ward, also implemented many successful community mobilization projects in 2024. Notable examples include the national flag display along Hoang Quoc Viet Street (in coordination with the Vietnam Fatherland Front Committees at all levels), the installation of security cameras in alley 36 Hoang Quoc Viet, and the launch of a model residential area for security and order along the Cai Son canal embankment… All were implemented using funds raised through social mobilization.
