The opinions of the Vietnamese community abroad reflect expectations for Vietnam's new progress, along with a readiness to contribute to the country's development in the new era.

The consultation period for the draft documents of the 14th National Congress of the Communist Party of Vietnam, which ran from October 15 to November 15, 2025, received significant attention and support from intellectuals, experts, businesspeople, and overseas Vietnamese.

Through discussions with Vietnam News Agency correspondents based abroad, the contributions of the Vietnamese community reflect expectations for new advancements in Vietnam since the 14th National Congress, along with a readiness to contribute to the country's development in the new era.

The suggestions demonstrate the dedication and commitment of the Vietnamese community abroad to stand alongside Vietnam on its journey forward.

Innovative thinking, aspiration for development, and the spirit of national self-reliance and self-strengthening – these are the values ​​reflected in the documents of the 14th National Congress of the Communist Party of Vietnam, which have received the agreement and support of a large number of intellectuals, experts, businesspeople, and overseas Vietnamese.

The content most highly appreciated by overseas Vietnamese and Vietnamese intellectuals in this draft document is the shaping of a new, rapid, and sustainable growth model, with science , technology, innovation, and digital transformation as the main driving forces.

According to Dr. Pham Thi Thanh Loan, General Director of Viet-Viet Guangdong Tourism and Trade Service Company Limited, this strategic thinking is in line with the development trends of the times, especially in the context of the Fourth Industrial Revolution profoundly impacting all aspects of socio -economic life.

Clearly identifying this key driver demonstrates a strong commitment to a transformation from a growth model based on capital and low-cost labor to one based on knowledge, technology, and high-quality labor productivity.

The synergy between technological breakthroughs and the three key institutional pillars (socialist-oriented market economy, socialist rule of law, and socialist democracy) creates a comprehensive framework for breakthrough development.

Affirming the correctness of choosing a new growth model with technology and digital transformation as pillars, Dr. Nguyen Quoc Hung - Vice President of the Union of Vietnamese Organizations in the Russian Federation - stated that in the field of science and technology, the Congress document demonstrates both groundbreaking thinking and sustainable development, ensuring social equity.

According to him, it is important to clarify the role of science and technology and digital transformation in the new growth model. Meanwhile, Dr. Phan Bich Thien - Member of the Central Committee of the Vietnam Fatherland Front, President of the Vietnamese Women's Forum in Europe - believes that there needs to be a breakthrough mechanism in investing in research and development (R&D), encouraging the formation and expansion of high-tech enterprises, and developing regional innovation startup centers, especially in localities with great potential in young human resources.

Dr. Nguyen Thai Chinh, specializing in Earth Sciences and Satellite Geodesy, and a member of the Vietnam-Germany Innovation Network (VGI), affirmed that the Party and State's breakthrough policy of developing several research-oriented higher education institutions into science, technology, and innovation centers on par with advanced countries is "absolutely correct."

According to him, Vietnam should invest strategically, not indiscriminately. First, it is necessary to select the right training fields and training institutions, and only then can appropriate directions and policies be developed to upgrade these educational institutions.

The inclusion of "environmental protection" as a central task alongside socio-economic development in the draft Congress document has also been highly praised by Vietnamese experts and intellectuals abroad, who affirm that this is a correct and timely direction.

Dr. Phan Bich Thien emphasized that green economy and circular economy should be considered not just trends but mandatory strategic choices to respond to climate change and create new growth opportunities.

Meanwhile, Dr. Nguyen Thai Chinh proposed that the draft Action Program should place greater emphasis on the development of a green economy and green energy – considering these as pillars of the national development strategy in the new phase.

In particular, it is necessary to clearly define the role of pioneering technological fields such as green hydrogen, along with promoting green architecture, greening roofs and walls, in order to create urban spaces that are adaptive, sustainable, and in harmony with nature.

With the view that human resources are the most important asset, Vietnamese experts, intellectuals, and entrepreneurs abroad have focused on proposing numerous suggestions and recommendations to promote education and training, and improve the quality of Vietnam's human resources in the new era.

In Dr. Phan Thi Bich Thien's proposal, human resource transformation should be emphasized as one of the three strategic pillars in the new era, along with green transformation and digital transformation, in order to realize three fundamental values: National independence, self-reliance, and humanism as the basis for sustainable development.

According to her, more specific policies and objectives are needed to build a modern vocational education system that is closely linked to business needs and meets skill standards in the global value chain. Accordingly, highly skilled vocational workers should be identified as a pillar of the national workforce, not secondary to university graduates.

While the document emphasizes the development of high-quality human resources and attracting talent, Dr. Pham Thi Thanh Loan argues that it is necessary to clarify specific and superior mechanisms to turn the policy into reality.

For example, there is a need for truly attractive incentive policies, a scientific working environment, and strong autonomy mechanisms for research institutes and universities to attract and retain leading scientists, including Vietnamese people abroad.

Emphasizing that in the era of digital transformation, knowledge-based education is the foundation for creating high-quality human resources, Dr. Heng LiHong, Permanent Vice President and General Secretary of the Vietnam-Cambodia Business Association (VCBA), proposed three key areas for educational development: Improving the quality of practical learning and training of human resources with practical capabilities; Reducing the obsession with achievements and formal degrees, organizing transparent examinations, and selecting the right talented individuals; and Investing comprehensively in the teaching staff, considering them a decisive factor in the success of educational reform.

From the perspective of Vietnamese intellectuals, experts, and businesspeople abroad, the Draft Document of the 14th National Congress is a document with a correct and aspirational vision, with clear direction, harmoniously combining continuity and breakthroughs.

The contributions aimed at supplementing and clarifying the specific mechanisms, tools, and roadmap for realizing the strategic goals all share the desire to help the Document truly become a guiding light, gathering the combined strength of the entire nation in the process of national construction and development in the new phase.

As Dr. Pham Thi Thanh Loan shared, if approved and effectively implemented, with the unanimous support of the entire Party, people, and army, the Document will create a strong impetus for Vietnam's rapid and sustainable development, successfully achieving the goal of "a prosperous people, a strong nation, democracy, fairness, and civilization," and steadily advancing towards socialism in the new era.
