Accordingly, it is proposed to supplement the central budget estimate for 2025 to pay for regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the apparatus; transfer the unallocated central budget regular expenditure estimate for 2024 to 2025 to have resources to implement the tuition exemption policy, perform tasks arising from the arrangement of the apparatus; balance and arrange 3% of the total state budget expenditure in 2025 for science, technology, innovation and national digital transformation to meet the requirements of Resolution No. 57-NQ/TW of the Politburo and Notice No. 03-TB/BCĐTW of the Central Steering Committee on science, technology, innovation and digital transformation development.

After discussion, the National Assembly passed the Resolution of the National Assembly on adjusting and supplementing the state budget estimate for 2025 with 91.21% of delegates in favor.
The Resolution clearly states, adjusts and supplements the central budget estimate for 2025 to pay for regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement and consolidation of the organizational apparatus prescribed in Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 of the Government according to the mechanism for implementing salary reform.
Specifically, using the salary reform fund to adjust the basic salary level in 2024 of the remaining central budget transferred to 2025 is 15,710 billion VND for the Government to supplement the expenditure estimate for ministries, central agencies and localities to perform tasks.
Supplement the central budget revenue estimate for 2025 of VND 28,290 billion from the central budget's salary reform savings, and at the same time supplement the central budget's expenditure estimate for 2025 so that the Government can supplement the expenditure estimate for ministries, central agencies, and localities to perform their tasks. In case the funding demand exceeds the limit, the Government is allowed to use the central budget's salary reform savings to implement.
Along with that, the Resolution transfers the remaining 6,623 billion VND of the central budget's regular expenditure estimate for 2024 that has not been allocated to 2025 to implement the tuition exemption policy and perform tasks arising from the reorganization of the apparatus as approved by competent authorities (in addition to paying regimes and policies for cadres, civil servants, public employees, and workers).
Regarding the allocation of state budget expenditures in 2025 for science, technology, innovation and national digital transformation, in case after using the increased central budget revenue in 2024 according to the decision of the National Assembly Standing Committee but not ensuring the allocation of at least 3% of state budget expenditures in 2025 for the above tasks, the Government is allowed to adjust and arrange within the scope of the central budget expenditure estimates in 2025 that have not been allocated at the beginning of the year for implementation.
At the same time, the Government is assigned to urgently organize implementation, ensure correct policies, regimes, standards, expenditure norms, correct purposes, thrift, efficiency, avoid loss and waste, comply with the provisions of the State Budget Law, Law No. 56/2024/QH15 amending and supplementing the State Budget Law; laws on science, technology, innovation and digital transformation; relevant laws, report to the National Assembly at the nearest session.
Previously, in the report examining the supplementary submission, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the Economic and Financial Committee had examined the above contents and basically agreed with the contents that the Government submitted to the National Assembly.

At the same time, it is proposed to consider assigning the Government to use the remaining salary reform fund in 2024, in case all 44,000 billion VND is used up, and assigning the Government to adjust the budget estimates for contents under the authority of the National Assembly.
To meet practical requirements and promptly pay policies and regimes to employees according to the Party's policies and guidelines, including the majority of The Economic and Financial Committee agreed with the Government's proposal. At the same time, it agreed to assign the Government to use the remaining accumulated salary fund of the central budget in 2024 to perform the task if it uses up all of VND 44,000 billion.
At the same time, the Government is assigned to adjust the arrangement within the scope of the 2025 central budget expenditure estimates that have not been allocated since the beginning of the year to implement in the case after using the increased central budget revenue source in 2024.
The Economic and Financial Committee also requested the Government to take responsibility for allocating, managing, and using the funds for the right purposes and for the right subjects, ensuring efficiency, savings, and compliance with the provisions of the State Budget Law, and report to the National Assembly on this matter at the 10th session.
