On the morning of August 23, Major General Hoang Duy Chien, Deputy Commander of Military Region 4, led a working delegation to inspect and direct storm prevention work in Nghe An and Ha Tinh provinces.

Implementing the telegram of the Government and the Ministry of National Defense , the Military Region 4 Command has directed units to strictly maintain combat readiness, deploy plans, and prepare adequate means and materials to promptly mobilize to carry out storm prevention and control tasks in accordance with regulations.

The Military Commands of Nghe An and Ha Tinh provinces coordinated with the Border Guard and local authorities to count boats, announce the location and direction of the storm, and guide thousands of boats to safe anchorage in storm shelters.

After conducting a field inspection at Cua Lo fishing port (Nghe An) and Cua Sot anchorage area (Ha Tinh) , Major General Hoang Duy Chien requested units to deploy storm response work according to the motto "urgently, seriously, not to be passively surprised".

Units are required to check forces and vehicles in each direction and each area, especially key areas where the storm is likely to make direct landfall. Border Guard forces need to increase their on-duty presence, proactively disseminate information, and guide ships to safe shelters.

In addition, units must proactively ensure food reserves, logistics, and smooth communication; and be ready to support people in overcoming the consequences of the storm.
