Changes in administrative reform

Administrative reform in the province has always been a priority for the Provincial Party Committee and the Provincial People's Committee, with many comprehensive and effective solutions implemented. This has created positive changes in the operation of the administrative apparatus, contributing to better service for citizens and businesses, increasing investment attraction, and promoting the completion of the province's socio-economic development tasks.

To improve the quality and effectiveness of administrative reform, Nam Dinh province has implemented administrative reform tasks as directed by the Government and ministries; and carried out Resolution No. 04-NQ/TU dated June 18, 2021, of the Provincial Party Committee on promoting administrative reform, enhancing competitiveness, and attracting investment in the 2021-2025 period. The Provincial Party Committee and the Provincial People's Committee have issued documents to manage and implement administrative reform, and regularly urged units to develop and implement annual and multi-year administrative reform plans. Units have reviewed, arranged, assigned leaders and civil servants to carry out administrative reform work. The evaluation and scoring of administrative reform indicators for departments, agencies, and the People's Committees of districts and cities have been completed promptly and seriously, ensuring objectivity, fairness, and accurately reflecting the level of completion of administrative reform tasks each year. In addition, the Provincial People's Committee maintains strict implementation of administrative reform inspections and public service inspections throughout the province. On average, the Provincial People's Committee conducts inspections of 30% of the departments, agencies, and People's Committees of districts and cities each year. The Working Group on Public Service Inspection of the Chairman of the Provincial People's Committee has conducted surprise inspections of the observance of administrative discipline and order in all departments, agencies, and the Center for Public Administrative Service, Administrative Procedure Control, and Investment Promotion of Nam Dinh province; promptly rectifying and urging compliance with discipline, order, public service culture, and the performance of duties by the staff, civil servants, and public employees...

With the attention and guidance of the Provincial Party Committee and the Provincial People's Committee, along with the strong involvement of various sectors and levels in the implementation of administrative reform, the province has comprehensively promoted administrative reform in all fields. For example, the reorganization of the administrative apparatus has been effectively carried out in a streamlined and efficient manner, with functions and tasks more fully and clearly defined. In 2024, the Nam Dinh Provincial People's Committee reorganized administrative units, reducing one district-level administrative unit and 51 commune-level units, ensuring effective operation from September 1, 2024. The province has also streamlined the apparatus, reducing the number of departments and intermediate levels, ensuring efficient operation and avoiding overlapping functions and tasks. Simultaneously, the plan to streamline staffing and reorganize public service units for the period 2022-2025 was implemented, resulting in the reduction of 42 civil servants and 41 commune-level officials. Following the streamlining of the organizational structure, agencies, organizations, and units in the province have been operating stably since March 1, 2025. Before the reorganization, the People's Committee of Nam Dinh province had 18 subordinate administrative agencies and organizations, including 17 departments and 1 equivalent administrative organization (the Provincial Industrial Parks Management Board), along with 9 district-level People's Committees; 140 departments, sub-departments, and equivalent units, with 2 administrative organizations at the departments; and a total of 99 specialized departments under the district-level People's Committees. The entire province had 838 public service units, including units directly under the Provincial People's Committee, departments, and district-level People's Committees. After the reorganization, the Provincial People's Committee now has only 12 departments and agencies, with 101 subordinate administrative organizations (90 offices, 11 sub-departments), a reduction of 5 departments and agencies and 35 subordinate administrative organizations (32 offices, 3 sub-departments), achieving a 26% reduction in administrative organizations compared to before the reorganization. The People's Committees of districts and cities now have 81 specialized offices, a reduction of 18 specialized offices, achieving an average reduction rate of 18.18%. In addition, the province has reduced 5 public service units under departments and agencies with similar functions, tasks, and target groups of public service providers, and reduced 1 public service unit directly under the Provincial People's Committee (Provincial Radio and Television Station).

Furthermore, guided by the principle of "Administrative procedure reform linked to digital transformation, with people at the center, reform playing a leading role, and technology supporting and promoting," administrative reform has spread widely across all levels, sectors, units, and localities throughout the province. The application of information technology in management and administration has been implemented, promoted, and achieved significant results. The province's reporting information system has been deployed to 100% of state agencies at all levels. In the first quarter of 2025, 3,565 incoming documents and 1,673 outgoing documents were issued and received through the system, with 100% of documents exchanged between state administrative agencies in the province being conducted electronically and interconnected through the province's Document Interoperability Platform. In particular, the information system for resolving administrative procedures serving citizens and businesses in the province has been deployed to 100% of departments, agencies, People's Committees of districts, cities, communes, wards, and towns in the province, with over 11 million visits to date; 1,761 administrative procedures of the province are publicly listed; 100% of administrative procedure dossiers of citizens and businesses are received and processed publicly on the Nam Dinh Provincial Public Service Portal. 100% of the province's administrative procedure resolution processes have been developed electronically and publicly available on the system so that citizens and businesses can monitor and evaluate the implementation process, thereby contributing to improving the quality of administrative procedure resolution. 100% of eligible administrative procedures in the province have been provided online in full and in part on the system and are connected and provided on the National Public Service Portal. The rate of online public services generating dossiers has reached nearly 60%. The rate of administrative procedures processed online is over 96%; the rate of timely resolution is 99.7%. Nearly 90% of administrative procedures for citizens and businesses involve online payments. 100% of administrative procedure results are digitized or delivered electronically. The management of officials and civil servants; the development and promulgation of legal documents; the inspection, review, and systematization of legal documents; and administrative procedure reform are also receiving attention from all levels and sectors and are being implemented effectively step by step.

In 2024, the average administrative reform index of departments and agencies reached 84.8 points, an increase of 8.04% compared to 2023; the average index of district and city People's Committees reached 91.93 points, an increase of 7.05%. This result placed Nam Dinh province 20th in the Provincial Public Administration and Governance Performance Index (PAPI) ranking, in the upper-middle group nationwide, contributing effectively to the socio -economic development of the province.
