In a presentation on building a digital front in the capital city with the philosophy: Technology is the means - People are the center - The strength of great unity is the highest goal, the Chairman of the Vietnam Fatherland Front Committee of Hanoi affirmed, Digital transformation is the "bridge" that brings the Fatherland Front closer to the people, helps them understand the people better, and serves the people more effectively, as requested by General Secretary and President To Lam at the meeting with voters on May 4th – that Hanoi needs to create a safe, healthy digital society that serves the people.
Looking back, the Chairman of the Vietnam Fatherland Front Committee of Hanoi City said that for a resident's feedback about a flooded alley or environmental pollution to reach the competent authority, it sometimes took a whole month through neighborhood meetings and numerous written petitions.
But today, in Hanoi, with just a smartphone and a few simple taps on the iHanoi app, the voices of the people immediately reach the desks of the relevant leaders for real-time resolution.
"Digital transformation is a mandate from real-life situations, a 'bridge' to bring the Fatherland Front closer to the people, becoming a place where the Party's will blends with the people's aspirations, concretizing the viewpoint that 'the people are the foundation.' Digital transformation is not just about technology, but truly a revolution in thinking. Unlike digital government, which aims at social governance, the Fatherland Front's goal in digital transformation is to connect, to listen, to promote socialist democracy, and to strengthen trust and maintain stability at the grassroots level," emphasized the Chairman of the Vietnam Fatherland Front Committee of Hanoi City.
To translate determination into results, the Chairman of the Vietnam Fatherland Front Committee of Hanoi City stated that the City's Fatherland Front is focusing on five key breakthrough areas:
Firstly, we are building a "single axis, multi-channel" infrastructure. The Vietnam Fatherland Front of Hanoi City recognizes that the digital space is limitless. All activities, from directing to listening to the people, take place in a secure online environment. Through applications like iHanoi and HanoiWork , we are creating an "infrastructure of trust" – where official information spreads fastest and the people's concerns are received most promptly.
Secondly, propaganda is being innovated using AI technology. No longer a monotonous, one-way communication, the Hanoi Fatherland Front has strongly applied artificial intelligence to create engaging short videos and infographics. Information from the city to the grassroots level now travels in seconds, ensuring that all policies are thoroughly understood and widely disseminated, contributing to preserving and spreading the beauty and cultural etiquette of Hanoi residents.
Thirdly, we operate a scientific digital governance system. With a shared digital workspace platform already deployed in 126 communes and wards, we have minimized administrative procedures, shifting from document-based management to data-driven and goal-oriented governance. We can clearly measure results, ensuring continuity and a systematic approach to the Fatherland Front's operations from the city level to the grassroots.

Fourth, build a data warehouse that is "Accurate - Complete - Clean - Visible - Unified and Shared". This is the core of all activities. Having a firm grasp of member data allows the Front to shift from campaigning based on movements to campaigning "to the right target, with the right needs, at the right time".
Fifth, pilot the development of a "Digital Village/Neighborhood" model. This is considered a breakthrough to promote the people's right to self-governance. All feedback, requests, and aspirations of the people through the digital platform will be processed and responded to in real time. The goal is to gradually build a self-governing community model where people can interact with the community "one-touch," without intermediaries, without paperwork, and without waiting.
Breaking down information "fiscal zones" and pioneering the "Listening to Social Media" approach.
Every journey of innovation has its difficulties and challenges. According to the Chairman of the Vietnam Fatherland Front Committee of Hanoi City, the City's Fatherland Front is also facing many challenges such as: data is still scattered, lacks interconnection, is difficult to share, and the "digital divide" between generations and between urban and rural areas remains large. In some places, officials still consider digital transformation as a "superficial" issue, a movement, and therefore only implement it superficially.
Identifying challenges as driving forces, and confronting obstacles head-on to achieve breakthroughs, the Chairman of the Vietnam Fatherland Front Committee of Hanoi City stated that the Hanoi City Fatherland Front is committed to implementing three strategic solutions in the coming period:

Firstly, eliminate information fragmentation: Integrate platforms into a unified digital ecosystem from the city level to the grassroots, ensuring information security and addressing citizens' voices thoroughly, promptly, and transparently.
Secondly, we need to train officials in "Digital Skills": Shifting from "software training" to "training in digital management thinking." Every Front official must become a keen "digital communicator." Starting with the city, we should lead the way, set an example, and then spread it down to the grassroots, gradually building digital trust.
Thirdly, pioneering the "Listening to Social Media" approach: Proactively applying technology to predict "hot spots," identifying social issues early to provide timely advice to Party committees and authorities, enabling them to "take a step ahead" in creating social consensus.
The Chairman of the Vietnam Fatherland Front Committee of Hanoi City affirmed that Hanoi recognizes its pioneering responsibility in organizing and implementing Action Program No. 5 on participating in the development of science and technology, innovation, and promoting digital transformation within the Fatherland Front system.
The Chairman of the Vietnam Fatherland Front Committee of Hanoi City also stated that motivation does not arise spontaneously, and belief does not come about naturally.
"Digital transformation in the work of the Fatherland Front is not just about replacing the pen with a keyboard, but about changing an entire mindset to become more united, more consensual, and stronger. When technology eliminates geographical distances, and when data helps us understand the desires of the people, the strength of the great national unity will truly become an invincible force."
As the heart of the nation, the Chairman of the Vietnam Fatherland Front Committee of Hanoi City pledged that the City's Fatherland Front will continue to pioneer digital transformation, turning technology into strength to consolidate the people's support, build a cultured, civilized, modern, and happy capital city, and make a worthy contribution to the overall development of the Fatherland Front system nationwide.
