Digital transformation - an urgent task to improve the efficiency of the Party's operations

Digital transformation is expected to contribute to creating a breakthrough in managing data on Party organizations, Party members and Party documents; ensuring synchronization and efficiency in the connection process from the Central to the grassroots level.

Cadres and party members in Long An always pay attention to and absorb the content of General Secretary To Lam's article on "Continuing to strongly innovate the Party's leadership and governing methods, an urgent requirement of the new revolutionary stage."

Mr. Nguyen Hoang Phuong, Deputy Director of Viettel's corporate customers in Long An province, said that the General Secretary's article had many contents, in which he recognized the important role of digital transformation in the leadership and management of the Party.

With many years of working at Viettel, Mr. Nguyen Hoang Phuong believes that digital transformation is not only an inevitable trend but also an urgent task to improve the efficiency of the Party's operations; especially in the work of managing records, data, inspection, supervision and building a clean and strong Party.

Digital transformation is expected to contribute to creating a breakthrough in managing data on Party organizations, Party members and Party documents as well as ensuring consistency and efficiency in the connection process from the Central to the grassroots level.

Building a comprehensive database on Party organizations, Party members and Party documents is one of the basic foundations to improve the effectiveness of internal political inspection, supervision and protection. When Party member and Party organization data are digitized and centrally managed, inspection and supervision work will be more transparent and accurate.

Thereby, it is easy to monitor and evaluate the performance of Party organizations at all levels quickly and comprehensively. In particular, when this data is synchronously connected with national databases on population and other data systems, internal political control and protection will be firmly consolidated, contributing to building a clean and strong Party.

However, Mr. Hoang Phuong said that the recent digital transformation process at the unit could not avoid difficulties and obstacles. The biggest challenge is the ability to access local government leaders at the grassroots level. When accessing to propagate implementation, the feedback is that we have to wait until there is a policy, there is direction from the top down to implement...

Faced with the above challenges, Mr. Nguyen Hoang Phuong hopes for strong and synchronous direction from the Central to local levels, creating favorable conditions to promote digital transformation work in the Party.

In addition, there should be training programs to improve awareness and technology skills so that cadres, civil servants and public employees clearly understand their role in the digital transformation process, meeting the development requirements of the digital age.

In recent years, Long An has resolutely implemented synchronous solutions to promote digital transformation. Up to now, the province has nearly 90% of administrative procedures provided as online public services, more than 98% of documents submitted online.

The direction and administration of governments at all levels has mostly shifted to the network environment through the use of the Document Management and Administration system, electronic document signing, and online video conferencing system.

The locality has put into operation the province's Smart Operation Center with applications on Long An IOC, Long An Digital and essential digital services such as monitoring the province's socio-economic indicators; monitoring public administration; monitoring responses to feedback and recommendations on Hotline 1022; monitoring traffic safety, security and order...

Localities have deployed many practical models to contribute to promoting comprehensive digital transformation. Typically, Can Giuoc district has a model of Green Shirt IT Club to propagate and guide the implementation of online public services, cashless payments, Long An digital app, 1022 switchboard... for people; Digital Library model, designing directory tree-like infographics using QR codes to integrate information on legal documents, local historical traditions, administrative procedures...

Tan Hung district has a "one-stop" model such as youth volunteers with online public services; the working group of the Steering Committee for Digital Transformation is on duty at the "one-stop" department to help propagate, advise, support, and guide people to do administrative procedures at the "one-stop" department of communes and towns... with the core force being union members, youth, cadres, and civil servants.

Long An is currently one of six localities nationwide that have just been awarded a certificate by the Vietnam Union of Science and Technology Associations for achieving the category of Top organizations of typical localities proactively implementing the fourth industrial revolution and digital transformation./.
