In the first five months of 2026, total domestic budget revenue in the city reached VND 53,686 billion, equivalent to 52% of the legally mandated budget estimate and an increase of 4.7% compared to the same period in 2025. Excluding land use fees and land lease fees, revenue from production and business activities reached nearly VND 39,730 billion.
Over the past period, the tax authorities have implemented numerous solutions to manage revenue collection and combat tax evasion, while also strengthening support for taxpayers. They have focused on innovating communication and support methods, diversifying approaches and enhancing interaction between the tax authorities and citizens and businesses.
In the first five months of the year, the city's tax department provided over 33,500 direct support sessions and resolved issues for over 91,000 cases through electronic platforms. The tax sector organized 113 training courses and 48 dialogue conferences to disseminate new policies, especially those related to tax exemptions, reductions, and extensions for businesses and household businesses.
Ms. Nguyen Thu Trang, owner of Phuc Trang electronics store (Thien Huong ward), said that previously, whenever she needed to find out about new tax policies or carry out related procedures, she usually had to go directly to the tax office. Now, through Zalo support groups and electronic applications, many questions are answered quickly, saving considerable time and travel costs.
Thanks to enhanced communication, guidance, and support, the rate of timely tax filing in the area reached 98.69%. Along with facilitating taxpayers, the city's tax department also strengthened management based on risk analysis, focusing on areas with potential revenue losses such as e-commerce, gold, silver, and gemstone trading, and businesses with related-party transactions.
In the e-commerce sector alone, tax authorities have reviewed and collected over 62 billion VND from organizations and individuals who have not fully fulfilled their tax obligations. This contributes to ensuring fairness in fulfilling obligations to the state budget.
Promoting digital transformation

Identifying digital transformation as a key task, the Hai Phong City Tax Department is accelerating the application of information technology in all aspects of management and taxpayer service.
To date, more than 88,000 business households in the area have installed and used the eTax Mobile application, reaching approximately 94% of active households. Through the application, taxpayers can look up their tax obligations, pay taxes electronically, and receive notifications from the tax authorities anytime, anywhere.
Furthermore, the use of electronic invoices generated from cash registers continues to expand, reaching a coverage rate of 98.37%. Digitizing data not only enhances transparency in business operations but also assists regulatory agencies in monitoring and analyzing information, leading to more effective tax management.
To enhance interaction with taxpayers, the city's tax department also maintains two-way support groups on Zalo. Currently, this system has connected to 97% of the businesses under its management, contributing to the timely dissemination of new policies and assisting in resolving arising issues.
Notably, the Hai Phong City Tax Department is researching and testing an internal artificial intelligence (AI) system to support data management and risk analysis. This is considered a new step in the modernization of the tax sector, moving towards a data-driven and digital technology- based management model.
According to City Tax Chief Nguyen Tien Truong, the tax sector's goal is to build an increasingly favorable and transparent environment for fulfilling tax obligations; while simultaneously improving management efficiency, combating tax evasion, and creating conditions for people and businesses to develop production and business. Therefore, along with the task of collecting budget revenue, the tax sector identifies supporting taxpayers and promoting digital transformation as important solutions to improve management efficiency.
In the coming period, the city's Tax Department will continue to review revenue sources, promote digital transformation, standardize tax management databases, and improve the efficiency of management for e-commerce and business activities on digital platforms.
The results achieved in the first five months of the year show that, along with the effective implementation of tax management solutions, the city's tax authorities are gradually shifting from a management mindset to a service-oriented one.
As digital platforms become increasingly widespread, administrative procedures are streamlined, and interaction between tax authorities and citizens and businesses becomes more convenient. This also fosters sustainable budget revenue through the voluntary compliance of taxpayers.
This will be a crucial foundation for the city to achieve its 2026 revenue collection targets, while simultaneously building a modern, transparent, and user-friendly tax administration.
