Digital transformation across all three pillars.

In implementing Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, Dien Bien province has decisively directed the simultaneous implementation of many tasks and solutions.

Following the directives of the Provincial Party Committee and the Provincial People's Committee, agencies, units, and localities have integrated the goals and tasks of Resolution No. 57-NQ/TW into their resolutions, programs, and plans for socio -economic development, ensuring a close connection between the development of science, technology, innovation, and digital transformation with promoting sustainable economic restructuring.

Therefore, up to now, the province's digital transformation has been taking place synchronously across all three pillars: digital government, digital economy, and digital society.

In the field of digital government, Dien Bien has maintained and upgraded its shared information system; ensuring that all electronic documents are digitally signed and online public services are provided on the National Public Service Portal.

The administrative procedure information system is connected to many central ministries and agencies; the province's Intelligent Operations Center (IOC) has integrated 12 groups of important services and databases.

Comrade Vu Anh Dung, Director of the Department of Science and Technology, stated:

The Provincial Party Committee has led and strengthened the Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation (Provincial Steering Committee); at the same time, it has directed all departments, agencies, and commune-level governments in the province to establish steering committees/implementation teams headed by the head of the agency or unit; to develop action programs, implementation plans, and propose specific solutions and tasks for the development of science and technology and digital transformation.

In the economic field, thanks to technology and digital transformation, the province has supported businesses, cooperatives, and production facilities in accessing and effectively applying these technologies to increase product value.

The entire province has 88 OCOP entities, including 7 enterprises, 41 cooperatives/cooperative groups, and 40 production facilities that have received support in applying technology and digital transformation to promote their products on social media platforms, e-commerce sites, and create sales websites.

In addition, more than 1,200 farmer members were supported in opening online trading accounts; and 16 growing areas in the province were granted growing area codes.

According to Ms. Lo Thi Nhung, Director of Phin Ho Agricultural Cooperative, thanks to technological support, the cooperative's sales volume and profits have increased compared to before because they no longer have to rent premises or incur intermediary costs: "Buying and selling is quick and convenient. Customers just need to press a button to buy and provide their address, and the goods are delivered right to their door. Digital technology is really convenient and effective."

Benefiting from the achievements of the local government's digitalization of people's health records, Mr. Quang Van Bun from Thanh Nua commune said: "When the medical facility applied digital transformation, people's medical examinations became more convenient, especially when I go for a check-up. I don't have to bring many kinds of documents, nor do I need the previous medical record book because the doctor has a complete record on the system."

According to Mr. Nguyen Van Doat, Vice Chairman of the Provincial People's Committee, Dien Bien aims to achieve the following goals by 2030: the digital economy will account for more than 25% of the province's GRDP; more than 60% of businesses will apply digital technology in management, production, business, and service provision; all state agencies will operate in a digital environment; all work files will be processed online; 85% of administrative procedures will be processed online throughout the entire process; more than 80% of citizens and businesses will regularly use online public services; all officials, civil servants, and 90% of the adult population will have basic digital skills...

The province has signed a cooperation agreement with Hanoi University of Science and Technology, focusing on three areas:

Developing and applying artificial intelligence (AI) to serve healthcare, education, agriculture, environmental resources, and tourism; researching, transferring advanced technologies, and innovating in the fields of agricultural products, forestry, resources and environment, disaster monitoring, surveillance, and warning; training and developing human resources in management, science and technology, education, innovation, and digital transformation.

In addition, the province has signed cooperation agreements with major technology corporations to support the deployment of science, technology, innovation, and digital transformation in key sectors, creating further impetus for the local socio-economic development.
