Digital transformation in building civilized and modern cities.

As the political, economic, and socio-cultural center of Ha Nam province, Phu Ly city always prioritizes digital transformation across three main pillars: digital government, digital society, and digital economy. To implement this, Phu Ly city has focused on investing in digital infrastructure and human resources to operate the digitized content.

The city prioritizes planning, investment management for infrastructure development, urban beautification, and investment in technology infrastructure to promote comprehensive digital transformation across all sectors. The city's digital transformation results are particularly evident in several areas, such as: the efficient operation of the Party Member Handbook software, with 85.97% of Party members registering accounts; and the application of information technology in operational management and administration, particularly in departments, offices, and the People's Committees of wards and communes.

To date, 100% of officials and civil servants at all levels in the city are proficient in using computers and applying information technology in their work; leaders of specialized departments and the People's Committees of wards and communes have implemented digital signatures on electronic documents, completely replacing paper documents. The entire city has approximately 3,575 individual digital signatures issued free of charge to citizens for signing essential public services; 12,095 out of 12,695 cases have coordinated the payment of pensions via bank accounts (reaching 95.1%); 9,352 out of 9,416 social security beneficiaries in the area have opened bank accounts (reaching 99.32%); and 100% of schools in the city have effectively implemented cashless payment.

The most notable achievement in Phu Ly city's digital transformation is the construction and efficient operation of the city's Smart City Operations Center (built and put into operation since March 2021). This center has received substantial investment in information technology infrastructure, including: systems for storing images and processing traffic violations, software for various subsystems, and equipment for the control room. The city has invested in expanding the center's subsystems, such as the Phu Ly-S incident reporting software system and other subsystems like smart lighting, surveillance cameras, and data processing.

After more than three years of implementation and operation, the Phu Ly City Smart City Operations Center has initially achieved some noteworthy results. These include the Phu Ly-S incident reporting system: 11,547 PHU LY-S accounts have been installed throughout the city; from October 2023 to the present, 600 reports have been submitted, of which the Smart City Operations Center has received, filtered, and processed 458 reports, with 447 of them successfully resolved, achieving a 97.5% success rate.

The feedback mainly concerns areas such as construction order, urban order, traffic safety, and environmental sanitation. Basically, the feedback has been promptly addressed by relevant agencies and local authorities in accordance with regulations. This has initially helped the government to quickly and comprehensively gather information, handle and resolve issues at the grassroots level, and contribute to building a more prosperous, civilized, modern, and transparent Phu Ly city.

The city has installed 74 security cameras and AI traffic cameras at intersections with high traffic density and on routes requiring security and order monitoring, as well as traffic violation surveillance. From March 2021 to September 2024, through the automated camera-based penalty system, the city issued fines totaling over 2.7 billion VND for traffic violations.

The city police have issued warnings and administrative penalties to a number of vehicles violating traffic regulations, either through direct fines or through images captured at the Smart City Operations Center. These results have significantly contributed to ensuring traffic safety, urban order, and environmental protection in the area, and residents are gradually becoming accustomed to a civilized urban lifestyle and strictly complying with the law.

Chairman of the People's Committee of Phu Ly City, Do Hoang Hai, stated: The city is focused on building a capable urban government with comprehensive management skills across all socio -economic aspects; prioritizing the training of officials and civil servants with high moral character and professional competence suitable to the new situation. At the same time, the authorities at all levels in the area are constantly innovating management and operational methods, flexibly applying the mechanisms and policies of the Party and State to the local situation to build and manage the city effectively.

In the coming period, the city will continue to focus on investing in urban renovation and upgrading in a synchronized and complete manner, improving the infrastructure system; striving for 100% of main arterial roads to apply modern, smart technology in public lighting systems; installing smart, sensor-based traffic signal clusters to ensure appropriate adjustments, prevent traffic congestion, and ensure traffic safety and order. Along with this, the city will direct relevant agencies and departments to strengthen propaganda and mobilization efforts to raise public awareness of law compliance, build a civilized urban lifestyle, create culturally advanced neighborhoods, units, agencies, and families, and cultivate civilized and elegant city dwellers.
