Significant progress in streamlining the organizational structure, coupled with improving the quality of cadres, civil servants, and public employees, has helped Vinh Phuc become more stable on the path of development. However, in the face of the ever-changing times, the train of reform is accelerating strongly, requiring long-term, systematic mechanisms and strategies to form a team of competent cadres who are not only professionally competent but also flexible in thinking, innovative in their methods, and act with the highest sense of responsibility.
When excellence creates effectiveness
After a persistent effort to reorganize the administrative apparatus towards a "Lean - Streamlined - Strong - Efficient - Effective - Effective" model, the province's staff of officials and civil servants has been truly "purified" - fewer in number but stronger in quality, thereby enabling the administrative apparatus to operate more smoothly and decisively.
A clear example is that, despite being in a period of intense focus on reorganizing its administrative apparatus in accordance with central government directives, Vinh Phuc province has still recorded many remarkable advancements in socio -economic development.
According to statistics, in the first quarter of 2025, the province's GRDP increased by 8.75% compared to the same period last year, nearly double the 4.25% increase in the same period of 2024 and the highest increase in the 2020-2025 period.
Specifically, the agriculture, forestry, and fisheries sector maintained a stable growth rate of 1.18%; the industry and construction sector increased by 12.55%; and the service sector achieved a growth rate of 8.77%. Notably, the overall industrial production index recorded a 12.74% increase; total retail sales of goods and consumer service revenue increased by 11.88% compared to the same period in 2024.
Challenges on the Innovation Track
Alongside positive results, the streamlining of organizational structures coupled with improving the quality of the workforce is facing numerous challenges and obstacles. One of the major "bottlenecks" is the lack of skilled leaders, managers, scientists, and leading experts in many fields.
Furthermore, while efforts to recruit and attract talented individuals have received attention, the results have been somewhat limited. Key sectors such as information technology and digital transformation, which are urgent requirements in the new era, are facing difficulties in recruiting personnel due to lower salaries and bonuses compared to the private sector.
The implementation of regulations regarding young and female cadres remains limited and has not achieved the set goals. More worrying is the complacency and lack of full awareness of the importance of continuous learning and training among a segment of cadres, civil servants, and public employees.
Meanwhile, the country is entering a new era of development, an era of national progress, where innovation, intellectual competition, artificial intelligence, digital technology, green and sustainable development become vital criteria for survival.
In response to the ever-increasing demands of the times, the team of officials, civil servants, and public employees not only needs to be "skilled" but also truly "strong"—strong in professional competence, firm in skills, sharp in thinking and action, and courageous in fulfilling responsibilities.

To build a competent workforce for the new era, Vinh Phuc province has identified the need to continue streamlining its organizational structure while improving the quality of its officials, civil servants, and public employees through long-term, systematic, and consistent strategies.
Looking ahead, the province will continue to focus on implementing comprehensive solutions in the management and utilization of cadres at all stages, from recruitment, planning, appointment, rotation, and transfer to evaluation, commendation, discipline, dismissal, termination of employment, training, and professional development.
Along with that, there is an effort to create a democratic and open working environment, fostering a spirit of innovation, so that each official and employee has the opportunity to maximize their abilities and creativity.
The province also places special emphasis on developing a promising young workforce to create a solid succession plan; continuing to innovate the evaluation of officials based on performance, and gradually building a professional, highly skilled, and modern team of civil servants and public employees to meet the requirements of the new era.
At the same time, effectively implement the National Strategy on attracting and utilizing talent until 2030, with a vision to 2050, focusing on key sectors and fields in line with the province's development orientation such as healthcare, education, information technology, digital transformation, etc.
In the long term, the province is proactively reviewing and researching to improve regulations on talent, criteria for identifying talent, and attracting and utilizing talent in administrative agencies and public service units.
Simultaneously, continue to develop regulations and criteria for appointing officials who have outstanding achievements and concrete results; issue mechanisms, policies, and measures for paying allowances and salary support based on tasks, products, and work results to encourage officials to work efficiently and use allocated staffing quotas economically.
Sharing his thoughts on the solution to the problem of attracting and retaining talent, Mr. Nguyen Dinh Hung, Principal of Vinh Phuc Specialized High School, emphasized: "A working environment that encourages creativity and innovation, and provides conditions for talented individuals to develop, contribute, and advance, is the key factor in retaining and developing the potential of high-quality human resources."
At Vinh Phuc Specialized High School, nurturing and developing talent is concretized through practical actions. The school regularly encourages and creates conditions for teachers who are recruited for talent to improve their professional skills, participate in scientific research, and guide students in research.
To date, 2 out of 4 teachers recruited under the special recruitment program have completed their postgraduate programs. Beyond training, the school also provides teachers with opportunities to develop their strengths and expertise by assigning them to teach specialized classes, participate in training gifted student teams for provincial, national, and international competitions; and empowers them to proactively develop curricula suitable to the students' abilities.
In particular, the working environment here is always built on a friendly, cohesive, and respectful approach to individual values. Furthermore, the school invests fully in facilities, creating conditions for teachers to effectively implement their teaching ideas; teachers with outstanding achievements are promptly recognized and considered for promotion to leadership positions. "When talented individuals are given opportunities and trust, they not only contribute but also spread positive values," Mr. Hung affirmed.
The journey of innovation - no one is left out.
In the context of a rapidly transforming nation, the reform process places increasingly high, comprehensive, and stringent demands on the contingent of cadres, civil servants, and public employees. Reform stems not only from policies and guidelines, but also from the responsibility and proactive approach of each individual in improving their capabilities, updating their knowledge, perfecting their skills, and renewing their thinking. Only when each official is truly aware of their own abilities and limitations, and is ready to change to adapt, can the reform mechanism operate smoothly, effectively, and efficiently.
Recognizing that foreign languages are gradually becoming an indispensable skill in the era of integration, in 2024, Mr. Nguyen Van Tuan, a Grade III Information Technology official at the Center for Digital Infrastructure and Information Security, Department of Science and Technology, proactively registered to participate in the English language proficiency enhancement course organized by the Department of Internal Affairs.
With limited foreign language skills at the outset, Comrade Tuan had to make tremendous efforts, seizing every spare moment outside of work to self-study, research, and accumulate knowledge. Thanks to his perseverance and progressive spirit, he recently achieved an IELTS score of 6.0.
Sharing about his learning journey, Comrade Tuan said: “I learned English, first and foremost, to serve my work. Working in the field of information technology, access to global knowledge is a requirement. Secondly, I learned for my family, to set an example and support my children on their lifelong learning journey. And finally, I learned for myself. Learning a foreign language is not just a hobby; it also helps me maintain mental clarity, stay alert, broaden my perspective, and develop myself.”
Not only did he improve his foreign language skills, Comrade Nguyen Van Tuan also proactively studied and researched artificial intelligence, a field that is opening up many new application avenues in digital transformation.
Previously, he completed a master's program in Information Security, graduated from an intermediate-level political theory course, and participated in a specialist training course. His serious and persistent learning spirit has helped him gradually improve himself, ready to meet the increasingly high demands in an integrated environment.
The train of innovation is accelerating, requiring every official and civil servant to become the "locomotive" leading the train in the right direction. Besides appropriate mechanisms and policies, the core element remains the spirit of self-learning, self-improvement, daring to innovate, and taking responsibility to adapt. When each individual proactively renews themselves, the entire collective will create a solid driving force, propelling Vinh Phuc to a strong breakthrough on the development track in the new era.
