The strong progress in streamlining the organizational apparatus combined with improving the quality of the staff, civil servants and public employees has contributed to helping Vinh Phuc become more stable on the development track. However, in the face of the constant changes of the times, the train of innovation is accelerating strongly, requiring long-term, systematic mechanisms and strategies to form a team of cadres of equal caliber, not only proficient in expertise but also flexible in thinking, innovative in working methods, and acting with the highest sense of responsibility.
When excellence creates effectiveness
After a period of persistent implementation of the organizational structure arrangement in the direction of "Refined - Lean - Strong - Effective - Efficient - Effective", the team of cadres, civil servants and public employees of the province has been "purified" in the true sense - smaller in quantity but stronger in quality, thereby operating the administrative apparatus more smoothly and decisively.
A clear proof is that despite being in a period of high concentration on the work of reorganizing the apparatus according to the direction of the Central Government, Vinh Phuc still recorded many remarkable steps forward in socio-economic development.
According to statistics, in the first quarter of 2025, the province's GRDP increased by 8.75% over the same period, nearly double the 4.25% increase in the same period in 2024 and the highest increase in the period 2020 - 2025.
Of which, the agriculture, forestry and fishery sector maintained a stable growth rate of 1.18%; the industry - construction sector increased by 12.55%; the service sector achieved an increase of 8.77%. Notably, the industrial production index recorded an increase of 12.74%; total retail sales of goods and consumer service revenue increased by 11.88% over the same period in 2024.
Challenges on the innovation track
In addition to positive results, the work of streamlining the organizational apparatus and improving the quality of staff is facing many challenges and obstacles. One of the major "bottlenecks" is the lack of good leaders, managers, scientists and leading experts in many fields.
In addition, recruitment and attraction of talented people have received attention, but the results of attraction are still limited. Key areas such as information technology and digital transformation, which are urgent requirements in the new era, are facing difficulties in recruiting staff due to low salary and bonus mechanisms compared to the private sector.
The implementation of regulations on the work of young and female cadres is still limited and has not achieved the set goals. More worrying is the state of complacency and lack of full awareness of the role of regular study and training among a number of cadres, civil servants and public employees.
Meanwhile, the country is entering a new era of development, an era of national growth, where innovation, intellectual competition, artificial intelligence, digital technology, green and sustainable development become vital criteria.

To build a team of cadres of equal caliber in the new era, Vinh Phuc determined to continue to promote streamlining the organizational apparatus in conjunction with improving the quality of cadres, civil servants and public employees with long-term, methodical and consistent strategies.
In the immediate future, the province will continue to focus on synchronously implementing solutions in managing and using cadres at all stages, from recruitment, planning, appointment, rotation, transfer to evaluation, reward, discipline, dismissal, termination, training and fostering.
Along with that is the effort to create a democratic and open working environment, promoting the spirit of innovation, so that each cadre, civil servant and public employee has the conditions to maximize their capacity and creativity.
The province also pays special attention to developing a team of promising young cadres to create a solid source of successors; continues to innovate the work of evaluating cadres by products, gradually building a team of professional, proficient, modern civil servants and public employees to meet the requirements of the new period.
At the same time, effectively implement the National Strategy on attracting and utilizing talents to 2030, with a vision to 2050, focusing on key sectors and fields according to the province's development orientation such as healthcare, education, information technology, digital transformation, etc.
In the long term, the province is proactively reviewing and researching to perfect regulations on talents, criteria for identifying talents, attracting and employing talents in administrative agencies and public service units.
At the same time, continue to develop regulations on criteria for appointing officials who must have outstanding achievements and specific products; issue mechanisms, policies, and measures to pay allowances to support salaries according to tasks, products, and work results to encourage officials to work effectively and economically use assigned payroll quotas.
Sharing the solution to the problem of attracting and retaining talent, Mr. Nguyen Dinh Hung, Principal of Vinh Phuc High School for the Gifted, emphasized: "A working environment that encourages creativity and innovation, creating conditions for talented people to develop, contribute and advance is the key factor to retain and promote the potential of high-quality human resources."
At Vinh Phuc High School for the Gifted, nurturing and developing talents is concretized through practical actions. To date, 2/4 of the teachers recruited have completed their graduate programs after being recruited. Realizing that foreign languages are gradually becoming an indispensable skill in the integration period, in 2024, comrade Nguyen Van Tuan, a Grade III Information Technology officer, Center for Digital Infrastructure and Information Security, Department of Science and Technology, proactively registered to attend an English proficiency improvement training course organized by the Department of Home Affairs.
With a limited foreign language starting point, Comrade Tuan had to make many times more efforts, taking advantage of every moment outside of work to self-study, research, and accumulate knowledge. Thanks to his perseverance and progressive spirit, he recently achieved an IELTS 6.0 certificate.
Sharing about his learning journey, Mr. Tuan said: “I learn English, first of all, to serve my work. Working in the field of information technology, accessing global knowledge is a must. Next, I learn for my family, to set an example and accompany my children on their lifelong learning journey. And finally, I learn for myself. Learning a foreign language is not only a hobby, but also helps me stay alert, awake, broaden my perspective and develop myself.”
Not only stopping at improving foreign language skills, comrade Nguyen Van Tuan also proactively self-studied and researched artificial intelligence, a field that is opening up many new application directions in digital transformation.
Previously, he completed a master's program in Information Security, graduated from the Intermediate Political Theory class and attended the specialist class. The spirit of serious and persistent study has helped Mr. Tuan gradually improve himself, ready to meet the increasingly high requirements in the integration environment.
