In its strategy for national construction and development, the Party has always considered human resources as a factor of paramount importance, determining the success of the revolution. The Party's overarching ideology is to continuously innovate education and training to cultivate and develop high-quality human resources to meet the requirements of national construction and defense.

In implementing Resolution No. 29-NQ/TW dated November 4, 2013, of the 11th Central Committee of the Communist Party of Vietnam on "Fundamental and comprehensive reform of education and training to meet the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration" (referred to as Resolution 29), over the past 10 years (2013-2023), despite many difficulties and challenges, the province has consistently focused on directing and implementing a comprehensive and decisive reform of education and training. The initial results achieved are innovative and groundbreaking, making a significant contribution to improving the quality of the province's human resources and meeting the development requirements of the reform period.

Lesson 1: The leading 4.0 school in the island district

Ngo Quyen High School (Phu Quy Island District) is recognized by the province as one of the exemplary units in implementing effective models and methods in educational reform. Notably, it was the first public high school in the province to pioneer the application of information technology in school management and administration many years ago, meeting the requirements of innovative teaching and educational management.

Modern learning environment

Despite being located 56 nautical miles (120 km) from the mainland, the teaching environment at Ngo Quyen High School (Phu Quy district) is very modern and well-equipped, comparable to schools in the city center. The entire school has classrooms equipped with large-screen TVs, internet access, and security cameras. Students are allowed to use their phones for learning as required by teachers and are provided with high-capacity, low-cost 4G data packages. Thanks to this proficiency in information technology, when the first wave of the Covid-19 pandemic broke out in 2020, the school remained proactive in communicating with parents and organizing online classes instead of in-person classes, even when school attendance was temporarily suspended.

At that time, both teachers and students were very ready for online learning, especially the proficient and extensive experience of many teachers in compiling digital lesson plans, which helped make online lessons during the pandemic always lively. Nguyen Manh Tuong, a student at Ngo Quyen High School, shared: “The school's teachers always proactively apply information technology to teaching, especially in creating PowerPoint presentations and quiz games combined with knowledge review. In addition, extracurricular activities are diverse and always include eye-catching and lively video presentations, creating interesting and effective lessons for students. Especially during the Covid-19 pandemic, the school has implemented measures to replace in-person meetings with online tools such as Zoom and Teams, helping teachers and students stay connected.” Thanks to this, even though two out of three years of high school were affected by the Covid-19 pandemic, generations of students like Tuong still had access to comprehensive knowledge, especially upon graduation, they were equipped with a solid foundation of technological knowledge to integrate well into the new environment.

The leading school in Industry 4.0

Identifying the application of information technology in the educational environment as an urgent requirement is crucial, both to meet the demands of modern development and to exploit and promote the advanced intellectual foundation of humanity, thereby enhancing the effectiveness of educational activities. To achieve this, the management staff and teachers of Ngo Quyen High School are always dedicated, constantly researching and developing the most useful solutions to apply to management and teaching. In particular, the school has initiated the solution "Applying Microsoft Office 365 in school management." This solution was recognized as a Category B innovation by the Department of Education and Training on August 21, 2020; and was evaluated and recognized by the Science and Innovation Council of Binh Thuan province as highly effective (Category B) with a province-wide impact in 2021.

According to Mr. Le Quang Trong, Vice Principal: "Ngo Quyen High School is the first school in Binh Thuan province to be granted the right by Microsoft to create and manage the Office 365 Education system internally, with 10,000 accounts authorized in October 2019. Each account has 1024 GB (1 TB) of cloud storage. In addition to the large-capacity cloud storage provided by Microsoft, all teachers at the school also have an unlimited cloud storage account from Google. With this foundation, all teachers and students throughout the school are experiencing a rich and professional ecosystem for school administration and teaching and learning activities."

According to Mr. Trong, with those favorable conditions, applying Microsoft Office 365 solutions to modernize school management has helped the school build a cloud computing storage space on OneDrive; digitize all school data on OneNote; digitize online classrooms and school spaces through the Microsoft Teams application; build an internal information page using SharePoint; assign and control tasks using the Planner and To-Do applications... Along with the existing Office 365 applications, combined with social networks such as Facebook, Zalo and the VnEdu school management application, all school activities have been comprehensively managed and maintained on a modern technology platform.

Bridging the gap for development

With this solution, students at the school are guided, organized, and collaborate on a modern technological platform. The school's record-keeping system, since its establishment, has been digitized through the OneNote application. Thanks to this, regardless of location, as long as there is a phone with internet access, all members can easily access their personal and school data from previous years. School records such as lesson plans, homeroom teacher's logs, equipment management logs, etc., which previously had to be manually created and stored, making retrieval and reference difficult, have now been digitized so that teachers can work from any location. With the diversification of school spaces, the organization of school activities is enhanced in terms of proactiveness. Therefore, despite the impact of the Covid-19 pandemic, the school's meetings and teaching activities have been maintained smoothly. More specifically, given the school's geographical distance from the mainland, this solution has made it easier for teachers and students to access, interact with, and learn from friends and colleagues on the mainland and abroad, unlike before. “The solution of ‘Applying Microsoft Office 365 in school management’ has not only been practically applied to modernize activities at Ngo Quyen High School, but the school has also shared and supported the digitization of records at other schools in Binh Thuan province (Bui Thi Xuan High School, Huynh Thuc Khang High School, Luong The Vinh High School, the Provincial Political School, etc.) and some schools in other provinces (Mai Son High School (Son La), Dong La Secondary School (Hanoi),” Mr. Trong added.

It is evident that, thanks to the proactive application of information technology in educational management and teaching, even though it is a school located on a remote island, Ngo Quyen High School has shortened the geographical distance to access advanced and modern learning conditions, bringing it closer to its counterparts on the mainland.
