Lao Cai: Provincial People's Council issues resolution to support tourism development. Lao Cai: Publicizing the set of indicators for serving people and businesses.

Specifically, in the second phase of 2023, the Chairman of the People's Committee of Lao Cai province recognized the effectiveness and scope of impact of 8 initiatives in the province, including:

1. Initiative: Solutions for implementing Resolution No. 10-NQ/TU dated August 26, 2021, of the Provincial Party Committee Standing Committee on the Strategy for the Development of Commercial Agriculture until 2030, with a vision to 2050, in the period 2021-2025; co-authored by Mr. Hoang Quoc Khanh - Vice Chairman of the Provincial People's Committee and Mr. Bui Cong Khanh - Deputy Chief of the Provincial People's Committee Office.

2. Initiative: Solutions to improve the efficiency of using state budget funds to implement the National Target Program for socio-economic development in ethnic minority and mountainous areas in the period 2021-2030, specifically from 2021 to 2025 in Lao Cai province; co-authored by Mr. Vu Van Cai - Vice Chairman of the Provincial People's Council and Mr. Nguyen Van Chinh - Chief of the Office of the Provincial National Assembly Delegation and People's Council.

3. Initiative: Solutions to improve the quality of the population in Lao Cai province by 2030, with a vision to 2050; co-authored by Ms. Giang Thi Dung – Vice Chairman of the Provincial People's Committee and Mr. Dinh Cong Manh – Specialist in the Internal Affairs and Social Affairs Department, Office of the Provincial People's Committee.

4. Initiative: Solutions to improve the quality of personnel and contract labor management in the provincial political system; authored by Mr. Bui Khanh Linh – Deputy Head of the Provincial Party Committee's Organization Department, and co-authored by Ms. Duong Thi Hue – Specialist in the Organization and Personnel Department, Provincial Party Committee's Organization Department.

5. Initiative: Solutions to improve the quality of implementing the content of Party history education at all levels and local history for high school students in Lao Cai city; co-authored by Mr. Doan Ngoc Tuyen - Standing Deputy Secretary of the Lao Cai City Party Committee and Ms. Tran Thi Thuy Dung - Head of the Education and Training Department of Lao Cai city.

6. Initiative: Advising on the issuance and implementation of the Resolution on “Improving the effectiveness of the Fatherland Front and political-social organizations of Lao Cai city, 2020-2025”; authored by Mr. Doan Van Ngan - Chairman of the Vietnam Fatherland Front Committee of Lao Cai city.

7. Initiative: Solutions for directing the implementation of teaching in grade 10 according to the 2018 general education program; co-authored by Mr. Nguyen The Dung – Deputy Director of the Department of Education and Training and Mr. Do Thanh Tung – Deputy Head of the Secondary Education Department, Department of Education and Training.

8. Initiative: Advising on solutions to improve the effectiveness of agricultural extension work in the new situation; authored by Mr. Bui Manh Tuan - Deputy Director of the Agricultural Extension and Services Center of Lao Cai province.

Looking at the list of initiatives mentioned above, many readers expressed concern as to why all the initiatives are in the field of state management? And why are the authors leaders of departments, agencies, and local governments, with no initiatives in the fields of production, business, or science and technology?

As someone who has participated in the selection process for many major awards for innovative initiatives, Mr. Hoang Quang Phong – Vice President of the Vietnam Chamber of Commerce and Industry (VCCI) – shared with a reporter from the Industry and Trade Newspaper that this can only be considered a solution, a discussion on implementing tasks in the area.

According to Clause 1, Article 1 of the Regulations on Innovations issued with Decree 13/2012/ND-CP: An innovation is a technical solution, management solution, operational solution, or solution applying technological advancements (collectively referred to as a solution), which is recognized by an organization if it fully meets the following conditions: It has novelty within the scope of that organization; it has been applied or tested at that organization and is capable of bringing practical benefits; it does not fall under the category of things that are not recognized as innovations; the solution's publication or application is contrary to public order or social ethics; the solution is subject to intellectual property protection under the law at the time of consideration for innovation recognition.

Experts believe that innovative and effective experiences are crucial to our lives today, especially in this era of global integration and intense competition. New, unique, and effective initiatives are essential for progress.

So, according to the established standards, have the initiatives recognized in Lao Cai province recently met the requirements? In fact, in document No. 3014/UBND-VX of the Lao Cai Provincial People's Committee on strengthening management and promoting innovation activities, the Chairman of the Lao Cai Provincial People's Committee himself assessed, through the meeting to review the effectiveness and scope of influence of initiatives in 2023 and early 2024, that: Initiatives are mainly concentrated in the education sector, Party Committees under the Provincial Party Committee, and state management agencies; while initiatives in the fields of production, business, health, political and social organizations, and initiatives in districts, cities, and towns account for a very low percentage.

While the number of initiatives submitted to the Council for review and recognition of their effectiveness and impact has increased compared to the past, the quality of many initiatives still does not meet the requirements. Furthermore, there is still a situation where initiatives are written superficially, lacking originality, creativity, and practical effectiveness, yet are still reviewed and recognized by the grassroots councils. Therefore, the percentage of initiatives meeting the requirements remains low…

To strengthen management and promote innovation activities in the province in the coming time in a more effective and practical manner, the Chairman of the People's Committee of Lao Cai province directed: When proposing the recognition of the effectiveness and scope of influence of innovations in the province, it must ensure that it meets the requirements as prescribed, namely: It must be novel and have been effectively applied in a scope of influence beyond the grassroots level. Innovations must be seriously considered, selected, and thoroughly evaluated by the grassroots-level council before being confirmed and submitted to the Council for the recognition of the effectiveness and scope of influence of innovations in the province…

Notably, this is not the first time a series of recognized initiatives in Lao Cai province have not focused on production, business, or science and technology. Many previous initiatives from this locality have faced a similar situation, leaving readers wondering and pondering.
