VILG project is a project using concessional loans of the World Bank (WB), implemented from March 3, aiming to improve the efficiency and transparency of management services. land management in the project provinces through the development and implementation of the National Multi-Objective Land Information System. The project will be implemented in 2017 provinces and cities and will end at the end of June 28.
The project aims to build a multi-purpose national land information system on the basis of system architecture, synchronous infrastructure, and unified software across the country. Completing and operating the national land database (including cadastral data, planning data, land use plans, land price data, statistical data, land inventory) to serve the manage land, provide public services on land, and share land information with relevant industries such as tax, notary, and banking.
Reporting on the implementation of the project, Mr. Chu An Truong, Deputy Director of the Department of Land Resources Planning and Development, Director of the VILG Project Management Board at the central level, said that up to now, the project has been basically completed. into all 3 components (Enhancing the quality of land service delivery; Building a land database and operating on the multi-purpose national land information system (MPLIS); Project management support).
In which, on the component of building a land database and operating on the multi-purpose national land information system (MPLIS), 231/231 districts have signed contracts to build a land database (reaching 100%). ; Complete the land database with all 4 components of 210/231 districts (90%); 21 districts of 6 provinces are implementing the construction of a land database, expected to be completed on June 20, 6.
Besides, about connecting to the national land database NLIS (https://nlis.vilg.gov.vn/) has completed the connection to operate 223/231 districts in 28/28 provinces and cities participating in the project. . In which, 24 provinces have completed connecting all districts participating in the project; Connecting the national land database with the national population database; 27/28 provinces and cities have connected electronic tax, the rest Cao Bang province is organizing the connection.
In addition, there are 24/28 provinces connecting the electronic 1-door system, the remaining 4 provinces (Cao Bang, Son La, Quang Tri, Vinh Long) are organizing the connection; 28/28 provinces connect to the national public service portal on the service of payment of financial obligations on land at level 4.
According to Mr. Truong, about the general implementation plan of the project until June 30, 6 (the end of the project), the bidding packages will be completed using the project's IDA loan; By October 2023, 30, the provinces must complete the activities of capital withdrawal and disbursement of the project's IDA capital; By December 10, 2023, the Central Government and the provinces will complete the Finalization Report of the completed project and the Report on the Project Ending; summarizing the inventory of the project's assets, requesting the disposal of assets after the project ends; prepare a report on consolidated financial management (FM) of the whole project and submit it to the WB for the period from July 31 to October 12, 2023. December 01 started independent audits for provinces to be completed in 7.
VILG PMU will summarize and complete the Final Report and Finalization Report of the whole project and submit it to the Land Information and Registration Department (Project Investor). At the same time, complete the independent audit report of the whole project and send it to the World Bank. The Department of Land Registration and Data (project owner) submits to the Ministry of Natural Resources and Environment for approval the Final Report and Finalization Report of the whole project, completing the project's asset handover.
At the meeting, the delegates affirmed that they will actively cooperate with the Project Management Board in implementing the Project and closing activities in accordance with the Agreement and the provisions of law.
Speaking at the meeting, Deputy Minister Le Minh Ngan acknowledged the efforts of the VILG Project Management Board at the central level in implementing the Project at the central level and advised the leaders of the Ministry to issue documents to urge implementation by localities to speed up the project progress in the past time.
