On the afternoon of June 10th, a press conference was held at the Press Center (Department of Information and Communications of Ho Chi Minh City) regarding the case of the manager of the Crescent Moon Inn shelter mistreating Mrs. T. (85 years old), which has caused a public outcry.

Ms. PNĐ, the daughter of Ms. T, expressed her deep sorrow upon learning that her mother was being mistreated at the shelter.

According to Ms. D., due to her family's financial difficulties and lack of caregivers, she trusted and sent her mother to the Crescent Moon Inn. Ms. D. hopes that the authorities will bring justice to Ms. T. and expresses her gratitude to those who have taken in her mother.

" My family is struggling. I have to work odd jobs, so I can't take care of my mother, and she has nowhere to go. We sent her here, but we never expected her to be abused like this; they beat her, " Ms. PNĐ said, her voice choked with emotion.

Also at the press conference, Mr. P. - the person who filmed the video of Ms. T. being beaten and posted it on social media - said that the authorities have now become involved and he has stopped sharing related documents in accordance with the law.

" I think what I did was right because knowing someone is committing a crime and not reporting it is complicity, and I don't want to be an accomplice. From today, I have no connection with Crescent Moon Company," Mr. P. said.

Mr. Do Luong Dai Nam - Founder and Acting CEO of Crescent Moon Charity and Social Welfare Fund Company Limited (Crescent Moon Company) - admitted that the company and its branches do not yet have licenses to operate in the field of social welfare.

Currently, Crescent Moon Company has 5 locations providing care for the elderly and 1 location for pregnant women. Following the recent incident of elderly abuse, only 1 location remains operational.

Regarding recruitment, Mr. Nam said that the company does not yet have specific recruitment regulations. The model of these facilities is that the elderly take care of each other. Mr. Huynh Van Gioi - the man who abused Mrs. T. - is also a member of the shelter. Due to his health and agility, Mr. Gioi volunteered to take care of the weaker elderly residents.

" We are not yet clear on the regulations regarding elderly care. We assume that the elderly are guests, and instead of paying for accommodation, they are paid for by a third party here," a representative from Crescent Moon Company stated.

Previously, on May 23rd, social media posted several video clips showing a frail elderly woman being verbally abused, beaten, and kicked by a man at the Crescent Moon Inn. During the beatings, the man pointed his finger at the elderly woman and shouted, "Go inside, I told you to go inside," despite her pleas and explanations.

The clips circulating on social media have sparked outrage among many over the man's heartless attitude and behavior.

Upon receiving the information, the People's Committee of Thanh Loc Ward, in coordination with the police, formed a task force to be present at the scene to compile a report and gather information and documents related to the incident. The task force found signs of criminal activity and reported it to the District 12 Police.

Through this investigation, authorities identified the elderly woman in the video as Ms. VTT, 85 years old, from Ben Tre province, residing in Tan Binh district; and the man who assaulted her as Huynh Van Gioi, manager of the Quan Tro Trang Khuyet shelter on Ha Huy Giap street, Thanh Loc ward, District 12.

According to the police, Gioi started working at the Crescent Moon Charity and Social Welfare Fund Company Limited in 2020, where he was assigned the task of managing the Crescent Moon Shelter, which is under the direct management of the Crescent Moon Charity and Social Welfare Fund.

Mr. Gioi's daily task is to manage, supervise, and care for the elderly residents currently living at the Crescent Moon Inn Shelter. This shelter houses approximately 14 elderly people who are alone and have no place to live.

The victim was taken to the Crescent Moon Inn Shelter, managed and supervised by Gioi. During the caregiving process, Gioi beat and verbally abused Ms. T., as shown in the video clips.

Outraged by Giỏi's cruel behavior, Mr. P. used his phone to record it and posted it on social media.

To date, the Investigation Police Department of District 12 (Ho Chi Minh City) has issued a decision to initiate a criminal case, indict the suspect, and issue an arrest warrant for temporary detention against Huynh Van Gioi for the crime of torturing another person.

The Crescent Moon Charity and Social Welfare Fund Company Limited was licensed to operate by the Department of Planning and Investment of Ho Chi Minh City in 2020. Its current managing entity is the Happy Old Age Nursing Home Joint Stock Company, Tan Binh District.

The Ho Chi Minh City Department of Labor, War Invalids and Social Affairs confirmed that the Crescent Moon Inn shelter does not have a license to operate as a social assistance facility. Furthermore, other facilities of this company also do not meet the requirements to operate as social assistance facilities (such as room size and caregiver staff).
