On the afternoon of October 16th, in Thach That district, the Hanoi Institute of Construction Planning, in coordination with the People's Committee of Thach That district and the People's Committee of Quoc Oai district, organized a conference to announce four urban planning projects for the Hoa Lac area (HL3; HL4; HL5; HL6).
At the conference, the organizing committee announced four decisions of the Hanoi People's Committee, including: Decision No. 5103/QD-UBND approving the Hoa Lac urban sub-area planning project (HL6), scale 1/2,000, located in Thach Hoa commune (Thach That district), Phu Cat and Hoa Thach communes (Quoc Oai district); Decision No. 5104/QD-UBND approving the Hoa Lac urban sub-area planning project (HL3), scale 1/2,000, located in Yen Binh, Tien Xuan, and Thach Hoa communes (Thach That district); Decision No. 5105/QD-UBND approving the Hoa Lac urban sub-area planning project (HL4), scale 1/2,000, located in Tien Xuan and Thach Hoa communes (Thach That district), Dong Xuan, Phu Cat, and Phu Man communes (Quoc Oai district). Decision No. 5106/QD-UBND on approving the Hoa Lac urban sub-area planning project (HL5), scale 1/2,000, located in Dong Xuan, Phu Man, and Hoa Thach communes (Quoc Oai district).
Speaking at the conference, Chairman of Thach That District People's Committee Nguyen Manh Hong said that the announcement of the Hoa Lac urban sub-area planning projects (HL3, HL4, HL5, HL6) is an important step in urban planning and a foundation for urban development; a basis for implementing investment projects to promote the socio -economic development of the locality, in accordance with the urban development orientation and strategy set forth by the Government.
The HL3, HL4, HL5, and HL6 zoning plans will serve as a solid foundation for realizing the Hoa Lac development vision approved in Decision No. 705/QD-TTg of the Prime Minister, with the goal of developing Hoa Lac into a modern, smart, multi-functional city and a national center for innovation, scientific research, and high technology.
These zoning plans not only contribute to the completion of Hoa Lac's urban infrastructure but also create favorable conditions for attracting investment and developing urban projects, services, tourism, housing, and other social amenities. This is an important stepping stone for sustainable development, creating more jobs, improving the quality of life for residents, and providing impetus for the economic development of the entire region.
To ensure the strict and effective implementation and management of planning, land management, and construction order in the planned area, the People's Committee of Thach That District assigns the District Urban Management Department to coordinate with relevant units in publishing the plan, providing planning information, and summarizing and explaining feedback from the people reported by the People's Committees of communes and towns...
The Chairman of the People's Committee of Thach That District requested the People's Committee of Hanoi City and relevant departments and agencies to promptly approve detailed planning to clearly define the functions and tasks of each area, and to develop a specific plan for implementing projects in sub-areas HL3, HLA, HL5, and HL6. The plan needs to detail each stage and project item, and include specific proposals on implementation progress, financial solutions, and resources to ensure project feasibility.
Focus investment resources on developing technical and social infrastructure to attract investment and promote urban development. Prioritize the allocation of investment resources to infrastructure, especially transportation infrastructure, educational facilities, healthcare, and social services, to create a favorable living environment and attract residents and businesses to invest and live there.
