According to the Decision, Thanh Liem Commune Trade Union was established on September 5, 2025, under the Ninh Binh Provincial Labor Federation. This is the merger of 74 grassroots trade unions (36 Enterprise Sector Trade Unions and 38 Public Service Units Sector Trade Unions) with a total of 7,109 union members currently operating at companies in the area and communes: Tan Thanh, Liem Ha, Thanh Liem, Thanh Lam, Thanh Binh.
At the conference, the Provincial Federation of Labor also announced the Decision to appoint the Executive Committee, Standing Committee, Chairman and Vice Chairman of the Thanh Liem Commune Trade Union for the 2023-2028 term. Accordingly, the Executive Committee of the Commune Trade Union consists of 11 comrades, the Standing Committee of 3 comrades. Comrade Le Thi Dung, member of the Executive Committee of the Provincial Federation of Labor, Deputy Head of the Organization and Inspection Committee of the Ha Nam Provincial Federation of Labor (before the merger of the province) was appointed to hold the position of Chairman of the Thanh Liem Commune Trade Union.
Speaking at the conference, comrade Nguyen Hai Long, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Labor Federation, suggested: The Thanh Liem Commune Trade Union Executive Committee should soon develop working regulations, clearly assign tasks to each member of the Executive Committee; do a good job of grasping the situation of workers and laborers in the area under their responsibility; care for, look after, and protect the legitimate and legal rights and interests of union members and laborers; promote patriotic emulation movements, associated with the local political tasks; focus on developing union members.
Speaking at the reception of the task, the representative of Thanh Liem Commune Trade Union said that the establishment of Thanh Liem Commune Trade Union today is just the first step, with many advantages but also many difficulties: the model is completely new, current trade union activities are mainly in the production and business areas, enterprises located in the communes are small-scale... However, Thanh Liem Commune Trade Union will unite, strive, promote collective intelligence to complete the assigned tasks well, build a strong commune Trade Union, contribute to the development of the Trade Union organization of Ninh Binh province.
In the immediate future, we will urgently stabilize the organization, promptly develop working regulations, assign specific tasks to the Executive Committee, Standing Committee and specialized cadres of the Commune Trade Union; promptly develop and deploy the work program for the remaining months of 2025, focusing on preparing and successfully organizing the Grassroots Trade Union Congress, Thanh Liem Commune Trade Union Congress to ensure compliance with the direction plan of the Vietnam General Confederation of Labor and the Standing Committee of the Ninh Binh Provincial Federation of Labor.

At the conference, the representative of the Provincial Federation of Labor announced the Decision to establish Vinh Tru Commune Trade Union under the Provincial Federation of Labor from September 5, 2025. At the same time, the decision to appoint the Executive Committee, Standing Committee, and Chairman of Vinh Tru Commune Trade Union for the 2023-2028 term was announced.
Accordingly, the Executive Committee of Vinh Tru Commune Trade Union consists of 8 comrades, the Standing Committee of 2 comrades; Comrade Tran Thi Hai Yen, Vice President of the Provincial Education Trade Union, expert of the Professional Board of the Ha Nam Provincial Labor Federation (before the merger and acquisition of the province) was appointed to hold the position of President of the Commune Trade Union.
The conference also announced the Decision to transfer 51 grassroots trade unions with a total of 5,546 union members in the communes of Tran Thuong, Bac Ly, Ly Nhan, Nam Ly, Nhan Ha, and Nam Xang to Vinh Tru Commune Trade Union to manage, direct, and guide union activities.
Speaking at the conference, the leaders of the Provincial Federation of Labor congratulated the Executive Committee of Vinh Tru Commune Trade Union, affirming that this is an important milestone, marking a new development step of the local trade union organization. At the same time, they requested Vinh Tru Commune Trade Union to quickly stabilize the organization, build regulations and assign tasks clearly. The focus of activities should be on caring for and protecting the legitimate and legal rights and interests of workers. Grasp the situation of workers in the area; promote emulation movements associated with the local political tasks. Build a strong trade union, focus on developing union members and establishing grassroots trade union organizations, innovate methods of operation, always adhere to the goal of "orienting to the grassroots, for workers".
* At Trung Son ward, the Provincial Federation of Labor held a conference to announce the Decision on the establishment of Trung Son ward Trade Union; announce the Decision on the appointment of the Executive Committee, Standing Committee, Chairman and Vice Chairman of Trung Son ward Trade Union for the 2023-2028 term; Decision on the transfer of 44 grassroots trade unions with more than 4,700 union members to the Trung Son ward Trade Union for management and direction of activities.
The establishment of Trung Son Ward Trade Union from September 8, 2025 marks a new development step in the movement of workers, civil servants, laborers and trade union activities. Thereby, gathering, representing, caring for, protecting the legitimate and legal rights and interests of union members and workers in the area. This is an important step to enhance the effectiveness and efficiency of trade union activities, to bring trade unions closer to union members and workers. Trung Son Ward Trade Union will be a bridge between workers and local Party committees and authorities, contributing to building a team of dedicated and responsible workers, actively contributing to the socio-economic development of the locality.

At the conference, representatives of the Provincial Federation of Labor announced the Decision to establish the Co Le Commune Trade Union ; Decision to appoint the Executive Committee, Standing Committee, Chairman and Vice Chairman of the Co Le Commune Trade Union for the 2023-2028 term.
Accordingly, the Co Le Commune Trade Union consists of 27 grassroots trade unions with more than 20,000 union members. The Executive Committee of the Commune Trade Union consists of 13 comrades, the Standing Committee consists of 3 comrades. Comrade Nguyen Minh Duc was appointed to hold the position of Chairman of the Co Le Commune Trade Union.
Speaking at the conference, the Vice Chairman of the Provincial Federation of Labor emphasized that the establishment of the Co Le Commune Trade Union is an important milestone, marking a new development step of the trade union organization in the grassroots political system; concretizing the Party's guidelines and policies, the State's policies and laws and the Vietnam General Confederation of Labor's policies on streamlining the organizational apparatus according to the 2-level local government model.
