Joining the delegation were representatives from the Nghe An Provincial Military Command.
According to the National Center for Meteorological and Hydrological Forecasting, on the evening of September 26th, Typhoon Bualoi entered the eastern part of the central South China Sea, becoming the 10th typhoon of 2025. After entering the South China Sea, the typhoon moved in a west-northwest direction at a very rapid speed of 30 km/h. Forecasts indicate heavy rain in Northern Vietnam and the Thanh Hoa - Hue region from September 26th to 30th. The heavy rain is likely to cause flooding in low-lying areas, urban areas, and industrial zones; flash floods on small rivers and streams; and landslides on slopes.

During the inspection, the delegation from Military Region 4 received a brief report on disaster prevention and search and rescue plans, combat readiness, communication, urging ships to seek safe shelter from storms, logistical and technical support, and the mobilization of forces and resources in case of emergencies.

Major General Le Hong Nhan – Deputy Commander and Chief of Staff of Military Region 4 – highly appreciated the proactive approach of the Nghe An Provincial Military Command in developing storm response plans, especially the coordination with local authorities, police, border guards, and militia to implement comprehensive and timely solutions.
The Deputy Commander and Chief of Staff of Military Region 4 also requested the Provincial Military Command to continue directing units to closely monitor the developments of the storm, strictly maintain 100% troop readiness, and have all necessary equipment and technology ready; continue to inspect, supplement, and adjust plans; and prepare forces and resources to respond promptly and effectively when situations arise.
Coordinate with local authorities to inspect and review vulnerable areas, especially those at risk of landslides and flooding; urge boats and ships to seek safe shelter; develop specific plans and coordinate closely with local authorities to encourage boats and ships to seek safe shelter.
