Continuing the agenda of the 42nd Session, on February 7th, under the chairmanship of Deputy Speaker of the National Assembly Tran Quang Phuong, the Standing Committee of the National Assembly gave its opinion on the National Assembly's work on citizen petitions in January 2025.
Reporting at the session, Head of the People's Petition Committee Duong Thanh Binh stated that during the occasion Lunar New Year of the Year of the Snake (2015) Recently, voters and people nationwide celebrated Tet (Lunar New Year) in a joyful, healthy, safe, and economical manner.
Voters and the public are interested in the 13th Central Committee Meeting of the Communist Party of Vietnam, which discussed and provided feedback on five issues, including two groups of issues of particular interest to voters: summarizing Resolution 18 of the Central Committee on reforming and reorganizing the political system's apparatus to be streamlined, effective, and efficient; and the proposal to supplement the GDP growth target for 2025 to 8% or higher and double-digit growth in the period 2026-2030.
Voters and the public highly appreciate the sense of responsibility shown by the traffic police in ensuring traffic safety and order. The functional forces worked throughout the Tet holiday, even through the night, resulting in a decrease in traffic accidents and violations of alcohol regulations during the 9-day Tet holiday in 2025 compared to the same period last year. However, some serious road traffic accidents still occurred, requiring attention and corrective measures from relevant authorities in the future.
Furthermore, voters and the public are very interested in the official visit to Vietnam by the Prime Minister of the Russian Federation, the diplomatic activities of the Party and State leaders, and believe that these diplomatic activities will open up many opportunities for cooperation, contribute to the economic development of the country, and further affirm Vietnam's position and role in the international arena.
According to Mr. Duong Thanh Binh, voters and the public continue to be concerned about food poisoning; the continued occurrence of unsafe working conditions; several forest fires and house fires causing significant property damage; the disease situation during and after Tet; and safety issues when organizing traditional spring festivals and local festivals…
The number of complaints and denunciations in January 2025 showed an upward trend compared to December 2024, related to: land issues, especially compensation, support, and resettlement when the State reclaims land; the fields of resources, environment, and labor-employment, which continue to be complex; among them, eight cases with complex security and order implications stand out and need to be considered and resolved definitively by competent authorities in the near future…
Strengthen public awareness campaigns to clearly demonstrate the nature of cybercrime.
Speaking at the session, members of the National Assembly Standing Committee highly appreciated the contents mentioned in the January 2025 Report on Citizen Petitions. Opinions emphasized that the monitoring of the implementation of early enrollment at some educational institutions, as well as the monitoring by the Committee on Culture and Education and the direction of the Ministry of Education and Training, showed positive progress.
Some delegates praised the Ministry of Public Security for dismantling numerous criminal networks. online scams in many localities across the country; at the same time, it is suggested that the fraudulent schemes be made public so that people can be vigilant and proactively prevent them.
Providing further information on the situation of cybercrime that has occurred and is trending upwards in recent times, Deputy Minister of Public Security Tran Quoc To affirmed that this is a difficult situation with a global nature. Cybercriminals use high technology, diverse methods, and involve collusion both domestically and internationally (both within the country and with countries around the world)...
Accordingly, the Ministry of Public Security has implemented preventive measures through professional operations, but preventive measures from the entire society and the political system are also needed.
In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong affirmed that the Standing Committee of the National Assembly agreed with the Report on Citizen Petitions for January 2025; and highly appreciated the efforts of the Committee on Citizen Petitions in closely coordinating with agencies to implement the National Assembly's work on citizen petitions in an increasingly systematic manner.
The National Assembly's Committee on Culture and Education, in coordination with relevant agencies, has monitored enrollment activities, revealing many positive changes, but further research is needed to ensure transparency and openness. The implementation of the Ministry of Education and Training's Circular on supplementary teaching and learning should be carried out; public opinion should continue to be gathered to make adjustments and prevent negative occurrences.
The Standing Committee of the National Assembly also highly appreciated the organization of the intensive campaign to suppress crime, dismantling many cybercrime rings, ensuring political security, social order and safety, and traffic safety. The Ministry of Public Security needs to publicly research online fraud methods and widely disseminate information to the public about the harms so that people can proactively prevent them. Central and local agencies should strengthen propaganda to clearly show the nature of cybercrime, as this is a high-tech crime with complex methods.
